Longman Dictionary of Contemporary English (4th or 5th) edition is recommended.

Dear if you have a smart phone, then I would suggest you to try the EN-UR Dictionary which is available for free on play store. It is the best dictionary I have ever seen. I have another paper dictionary of 2000+ pages at home but the EN-UR is much better & comprehensive.

To download, search "English to Urdu dictionary" on play store & install the first search reasult i.e a dictionary from vp developers which has pakistan & england flag as its logo.

I have OXFORD Advanced Learners Dictionary 8th Edition and I think it is the best one and and as far as concerned the English to Urdu dictionary , I must say that being a css aspirant do not use because using the english to english will improve your vocabulary rather than an urdu dictionary (so jb tk intihai zaroori na ho urdu dictionary use na krain) its better for all aspirants
one thing more! Once my teacher told that you should always rely on hard copies of dictionaries rather than soft ones or mobile dictionary
