Default What should be the tense of the answer while solving the questions of a comprehension

I have listened that the tense of one's answer should be past when one is writing the answer of a question of a camprehension.
Seniors, CSPs & other members, kindly help us in this regard.
Should we use past tense or the tense should be according to the tense of a question.?

Do you have the book " Exploring the world of English " ? If not then buy it and you will find all of your answers. It's a must have book
