Pakistan is faced with a serious energy crises.

Is this sentence grammatically correct?
Personally I don't think that its grammar is correct. And if we consider it grammatically correct, its sense becomes very wrong or at least unclear. Can we say this is a Passive voice.? if so what its literal meaning is.?
I found this sentence in an article (survey)
