No-sooner.....then , structure
 
Dear colleagues,
I have a query regarding the structure of NO sooner ... then sentences.
[B]We normally use this structure in past perfect or past indefinite. Can we use it for the present tense sentences.....?[/B]
E.g; No sooner had she broken the window-glass than her father had punished her severely.
In the present form as:
No sooner does she break the window-glass than her father punishes her severely.

yeah brother you could use it in the present I have asked bilalhassan, our narration teacher.may ALLAH bless him. :) and I have a query , kindly help if u can. translate it.
magar us wakt tak mene ye decide nhe kia tha.
is that right? but I had not decided it by the time.

yes, it can be used in present form equally.

Dear [B][U]no sooner than [/U][/B] structure means that hardly a thing was done or happened when another thing/event followed immediately and that is always the subordinate clause, the first is independent clause.

“No sooner had I put the phone down than it rang again”.

As far as your query is concerned, this structure is literally used for the same two periods as you have mentioned i-e Past Perfect and Past Simple, is is never used for simple present. The reason is that it is logically not appropriate to be used in present scenario, an event that occurs at one point of time and followed by the subordinate clause naturally becomes past so no point in using it for present time. hope you got the point. Dear he says that we Can not use it in the present tense.
it can be translated as : but i had decided it till that time.
