The above change in to indirect and all tenses will changes according to rules and there is no any universal truth.

He regretfully said that I had missed a very important meeting.

(9) "How wonderful! Why didn't you suggest this plan earlier".
He exclaimed with joy why I had not informed him about this plan earlier.

(10) He said, "Let's wait till the road gets cleared".
He suggested us to wait until the roads got cleared.
In 2003 Sentence (1)
"This" will not change in "That"??

Yes this will change into that.

A better indirect conversion of this same sentence would be, Jcmmic asked whether or not that was my house.

(Note: there is no need to add "me" after asked or inquired. It is implied. Just like in the direct sentences it isn't written "Where do you want to be dropped?" said the taxi driver to me similarly adding me after asked or inquired in indirect form is redundant.)
