Default Changing the voice!

Please, please check & correct these!

CHANGE The VOICE:
1) The accelerated car sped past the traffic signal and crashed into a van and killed two men.
=> The traffic signal was sped past, a van was crashed into and two men were killed by the accelerated car.
2) The students were asked to submit the assignment before the end of day.
=> Teacher asked the students to submit the assignment before the end of day.
3) The new budget was being discussed.
=> They discussed the new budget.
4) The police chased the dacoit and finally arrested him.
=> The dacoit was chased and finally was arrested by the police.
5) It was difficult to finish the work on time.
=> To finish the work on time had been difficult.
6) At last the speech ended and prizes were distributed.
=> At last the speech was ended and prizes had been distributed.
7) She manages her duties, without any help, despite her blindness.
=> Despite her blindness, the duties are managed without any help.
8) I appreciate your efforts and hope you will continue in the same fashion.
=> Your efforts are appreciated and it is hoped that you would continue in the same fashion.

Sentence has two parts:
1)At last the speech ended(Active)
2)Prizes were distributed.(Passive)

At last the speech was ended(by..) and they distributed the prizes.

Correct me if iam wrong.

Actually all the sentences above donot have a proper subject so what my limited knowledge says we cannot form passive voice of these sentences.

Someone broke the door and he was caught by them.(Right)
He broke the door and was caught by them.(Can be)
They broke the door and caught him(Wrong).

"Rain" is not a transitive verb,only transitive verb can be passive voiced.
However,if you use pharasal verb then it can be possible.
The outside is getting rained on.

The outside was getting rained on.
However,it's not grammatical but colloquial.

in the eighth sentence you changed will to would .but we do not change tenses in active passive so future tense shoud not be changed to past tense
