Precis-2012

One of the most ominous and discreditable symptoms of the want of candour in present-day sociology is the deliberate neglect of the population question. It is or should be transparently clear that if the State is resolved, on humanitarian grounds, to inhibit the operation of natural selection, some rational regulation of population, both as regards quantity and quality, is
imperatively necessary. There is no self-acting adjustment, apart from starvation, of numbers to the means of subsistence. If all natural checks are removed, a population in advance of the optimum number will be produced, and maintained at the cost of a reduction in the standard of living. When this pressure begins to be felt, that section of the population which is capable of reflection, and which has a standard of living which may be lost, will voluntarily restrict its numbers, even to the point of failing to replace deaths by an equivalent number of new births; while the underworld, which always exists in every civilised society the failures and misfits and derelicts, moral and physical will exercise no restraint, and will be a constantly increasing drain upon the national resources. The population will thus be recruited, in a very undue proportion, by those strata of society which do not possess the qualities of useful citizens.

The importance of the problem would seem to be sufficiently obvious. But politicians know that the subject is unpopular. The unborn have no votes. Employers like a surplus of labour, which can be drawn upon when trade is good. Militarists want as much food for powder as they can get. Revolutionists instinctively oppose any real remedy for social evils; they know that every unwanted child is a potential insurgent. All three can appeal to a quasi-religious prejudice, resting apparently on the ancient theory of natural rights, which were supposed to include the right of unlimited procreation. This objection is now chiefly urged by celibate or childless priests; but it is held with such fanatical vehemence that the fear of losing the votes which they control is a welcome excuse for the baser sort of politician to shelve the subject as inopportune. The Socialist calculation is probably erroneous; for experience has shown that it is aspiration, not desperation, that makes revolutions.

Title: Population Growth: Realities and Remedies.

Ignoring the population question reflects the deplorable condition of honesty in contemporary sociology. Despite state efforts on moral grounds, an effective monitoring mechanism is desperately needed to control population growth. The exponential growth of population will result in poor standard of living forcing sensible people to reproduce less. While the social unfits will continue to reproduce, thus, increasing the burden on natural resources. The politicians, Army and revolutionists are showing insensitivity towards the gravity of situation due to personal vested interests. The opponents of birth-control justify their stance through Humans natural right to reproduce. The socialists could be no wrong because its the spirit and not the strength of the people that makes revolutions.

Therefore, the study of cultural problems require an understanding of social problems particularly in under-privileged countries. Mostly, these problems are a product of colonial domination and outdated social structures. Western domination inhibited the growth of culture in these societies,thus, restricting it to a certain elite class. Consequently, the culture of lower masses failed to develop despite its beauty. Inter tribal conflicts were exacerbated by imperialism which further deepened the already existing inter and intra tribal divisions. The same culture was transferred to newly independent states"

The Government of West Pakistan has done well to order an immediate high-level inquiry into the epidemic of accidents, which have marred rail travel in the Province during the past one month. The latest of these took place near Lahore early on Saturday morning when a parcel express rammed the rear of a stationary passenger train, killing a young Railway engineer and his orderly. It is natural that the people should be perturbed when every week brings news of one or two fresh accidents. We have frankly lost count of the number of mishaps, major and minor, which have tarnished the record of the PWR in recent weeks and caused the loss of many valuable lives. It may be, as the Railway authorities assert, that this tragic chain of accidents is merely coincidental. There do come periods in the life of man and human institutions when as if but Providence, one woe doth tread upon another’s heels. But that is neither a reason for despondency nor an excuse for complacent inaction. If anything, it calls for careful critical analysis so that the element of human error mixed up with what is purely fortuitous, can be detected, exposed and remedied for the future. The people are not prepared to accept the theory that the rush of recent accidents was beyond the PWR’s ability to prevent. They will be satisfied with nothing less than a probing inquiry into each of them, held under the personal supervision of the Railways Minister, followed by prompt action to rectify the shortcomings brought to light. Even if one ignores the accidents at level-crossings, where an outside agency was also involved, there have been too many instances of trains inexplicably jumping rails or colliding with one another where, clearly, the responsibility is wholly the PWR’s in such cases, the blame in all likelihood will be put on the subordinate operational staff, but as the Governor very rightly pointed out, the supervisory staff cannot escape responsibility, for it is their duty to ensure that there is no laxity at the lower levels. Apart from purely technical and administrative problems which will need sorting out to make rail travel safer, certain other issues of public importance will arise in the course of the inquiry for which a permanent and satisfactory solution must be found. One of these is the manning of level crossings; whatever the state of the PWR’s finances, something will have to be done to avoid accidents at such danger-points. Another weakness which has been laid bare is the inadequacy of relief arrangements; is scandalous that the injured should have to be unattended for hours after an accident—as happened in the case of the Badami Bagh collision. The Railways is a public utility. Its first responsibility is to the people. And easily the most important of its duties is to ensure the safety of the passengers. It is to be hoped that its present sad experience will lead to a general tightening up of discipline and efficiency so that the good name of the PWR can be retrieved and the people’s confidence in its efficiency fully restored.

In recent months, a series of railway accidents took places causing loss of many precious lives and record of PWR. The Railways authorities’ call these accidental, but peoples are worried and they wants a fair inquiry to find the real culprits, and strong action against them. Life of man and institutions come across such difficult time in life, but one bad news follows another is not acceptable, and needs to find real facts. Ignoring the accidents involving outside agency, the responsibility of PWR’s in other cases cannot be ignored. Despite the lower staff, the supervisory staff should also be responsible, for not maintaining strict compliance at the lower level. In addition to technical and administrative solution, other issues of public importance like operating of level crossing to deny accidents, relief arrangement on the spot to injured passengers should be permanently resolved. Being a public facility, the aim of the railways must be passengers and its safety. The current tragedies will hopefully leads to a professional PWR, in order to regain its reputation and trust of peoples.

There are those devotees of sport who support the emphasis laid on school games and for whom sport is a kind of religion. to them the sporting spirit is the finest attitude with which to face life since its possessor is very conscious of his obligations to the community.Yet the truth about the religion of sport is that it does not deliver the goods; it fails to produce sportsmen.In actual fact, games have practically no effect on character,for a selfish man will play his games selfishly in spite of all that has been talked about the spirit while a chivalrous man will be chivalrous in his games. games afford an opportunity for showing spirit within; they are a vehicle for virtue or for vice and it is for this that we should value them; not as some miraculous process for making a bad man or a crooked man straight. if we support the system of compulsory games, let it b for the right reason.

Games are essential part of our schools and,our daily routine life,that improved the responsibilities, and obligations to society.Greedy men never gain from sport, even he has team spirit but, sincere always gain and remain loyal to games. Games are valuable chance to increase our strength and, energy, so if they made a good planning for games it would be better for us.

TITLE: GAMES as a character of a man.
Games are important part of daily life and thought from school life. Games have different rules, system, and orientation which are liked by people. It should not be mixed with religion. It has no relation with good or bad character of a man. It shows internal spirit of a man. Games should only be considered for sport purpose.

life is never been so perfect. Man has to face many problems and he usually stick to them that troubles him. The best way to come out of these situations is to have faith in ALLAH .
It is the faith encouraged with hard work that can lead to a glorious success. At least a man can do is to struggle, and view his struggle as a brick to build up humanity
