One of the most ominous and discreditable symptoms of the want of candour in present-day sociology is the deliberate neglect of the population question. It is or should be transparently clear that if the State is resolved, on humanitarian grounds, to inhibit the operation of natural selection, some rational regulation of population, both as regards quantity and quality, is
imperatively necessary. There is no self-acting adjustment, apart from starvation, of numbers to the means of subsistence. If all natural checks are removed, a population in advance of the optimum number will be produced, and maintained at the cost of a reduction in the standard of living. When this pressure begins to be felt, that section of the population which is capable of reflection, and which has a standard of living which may be lost, will voluntarily restrict its numbers, even to the point of failing to replace deaths by an equivalent number of new births; while the underworld, which always exists in every civilised society the failures and misfits and derelicts, moral and physical will exercise no restraint, and will be a constantly increasing drain upon the national resources. The population will thus be recruited, in a very undue proportion, by those strata of society which do not possess the qualities of useful citizens.

The importance of the pro[SIZE="3"][COLOR="DarkGreen"][/COLOR][/SIZE]blem would seem to be sufficiently obvious. But politicians know that the subject is unpopular. The unborn have no votes. Employers like a surplus of labour, which can be drawn upon when trade is good. Militarists want as much food for powder as they can get. Revolutionists instinctively oppose any real remedy for social evils; they know that every unwanted child is a potential insurgent. All three can appeal to a quasi-religious prejudice, resting apparently on the ancient theory of natural rights, which were supposed to include the right of unlimited procreation. This objection is now chiefly urged by celibate or childless priests; but it is held with such fanatical vehemence that the fear of losing the votes which they control is a welcome excuse for the baser sort of politician to shelve the subject as inopportune. The Socialist calculation is probably erroneous; for experience has shown that it is aspiration, not desperation, that makes revolutions.

Over population question has been ignored in sociology intentionally because excellence and number is regarded absolutely necessary for the reasonable control of population.Excluding natural calamities no remedies offered.By taking away natural barriers ,population will explode while diminishing living standards.At this ,the representative faction counterbalance it by restraining growth rate.The demimonde faction having least facilities for survival will continue to grow double replicating immoral class burdening the natural resources.politician for votes ,entrepreneurs for cheap labour ,Army for ammunition and revolutionaries for their agenda support theory of individual rights for reproduction inferring logic from religion .The impotent faction has raised this point but this matter has been drained down by politician for fear of losing support .Social activist support it as a sole cause of social change .

2.Happiness in unhappiness ;a delusion of being happy.

3.The proud of being unhappy.
I have mentioned 3 knowing the fact only one is asked,just want to know more appropriate title.[/COLOR][/SIZE][/U][/I][/B]

All mental diseases are caused by unhappiness.The person who has been deprived from pleasure in early age converges his all energies for gaining success.Most common example is man seeks happiness only in darkness upon failure now a days.He remains intoxicated in order to dilute the intensity of pains.In that state ,he become hopeless and acquires happiness remaining less conscious,and feels pride in its acquisition. person will not choose to live unhappy having a chance of happiness in this form but few.The unhappy man views men who have spent a happy life in early age will find nothing in rest of their period.Common men perceive their pride of being happy is happiness in real.

Paying no heed to the population problem is a gloomy sign of paucity of honesty in sociology nowadays. The Government can alone tackle this problem. In the absence of natural control, population will be double day by day at the expense of standard of living. The sensible people will willingly control the population whereas the people who are already a burden on a society will take no action. Politicians consider every new-born baby as their possible vote. Militarists always search for more army men; and Revolutionists consider every undesirable child as rebellion. All three could take semi-religious notion that production of a baby is a natural right. Socialist mistakenly considers that increase in the population is an opportunity which brings the revolution. Psychological factors of discontentment are numerous. The hopeless person is one who fails , in adolescence, to have his due portion of contentment and takes the particular way of life coupled with the extra focus on the accomplishment that are in contrast to the feat linked with it. Possibly, one can be so pessimistic that everything becomes useless for them. Drunkenness always brings momentary contentment. Authoritarians believe that contentment is achievable, but people who desire for intoxicant are pessimistic. They can be made sure about the possibility of contentment. Drinkers usually feel pride of their discontentment and very less people, despite contentment, opt for discontentment. Nowadays there is a general perception that contented people have enjoyed their life and there is nothing new any more. This fact usually distracts the naïve people.

It is the education through which problem is to be solved by state. Otherwise all parties have their interests and they will never want that population shall decrease. this is the main theme

I have understood it . And got it too ,what you have conveyed.I am confused about my mistake ;either my title is wrong or my precis. I have tried to show all parts of passage .where is vacuum ,please explain in detail .

Please do not be confused. there is no mistake but your omission to take account of the sentence changed entire meaning of the precise. It was the solution of the problem of unbridled population growth. one thing can you reduce your attempted precise just in two small sentences.
