Conclusion
1. Introduction:
Education plays an important role in the socio-economic development of every nation. (Add one to two lines here)
2.Thesis Statement
In third world countries like Pakistan, educational standards have been declined perpetually. These poor standards of education have degenerated the society in terms of social and economic progress and moral values. There is a dire need to improve educational standards and provide quality education to the young ones in order to provide basis for healthy and sound society.
3. Current scenario of Education in Pakistan
(Discuss different government policies and steps here in one paragraph. Write here article of education and discuss system of education as you have mentioned in your outline)
4. Causes for the decline of Education in Pakistan
(In subheadings discuss here different causes responsible for poor quality of education in Pakistan)
5. Effects on Pakistani Society due to declining standards of education in Pakistan
(Discuss here different effects)
6. Remedial measures to improve educational standards in Pakistan(Steps)
7.Conclusion
(Add one to two lines here)

This is simplest possible outline for mentioned topic. However your topic is so much unclear. Choose topic from the past papers. And focus on the topic. Your outline is zigzag. Start from the general thing and narrow down to specific one. There is no need to discuss different international scenarios separately in the middle of essay. After introduction paragraph, focus on Pakistan in the whole essay. Improve your spellings

P.S: This is entirely my point of view. Others may differ.

This is an argumentative essay. Draw its outline accordingly. Instead, you have dealt with it according to expository essay.
In other words, you must argue in this essay how City life is better than country life? Or How Country life is better than city life?

In your outline, it seems that you have depicted only the picture of CITY life and country life irrespective of general ARGUMENTS that might be yours or adopted but arguments must be accepted generally. Best argument answers to all the questions of the examiner.
However, your outline demonstrates that you have made it irrespective of the demand of essay. The demand of essay is to jusyify your point of view by arguments. Comapare these both and give valid arguments.
Ask yourself these questions for each point before writing.
How something is better than other thing?
Why other thing is not good as compared to something you prefer?
