I believe that essay is only a test of your knowledge that you have acquired since your childhood.. It's the first time i've ever prepared outlines of an essay. I didn't read a single word about governance it was just brainstorming.. I thought whatever i knew about this topic without considering particular sequence then i arranged it in a logical way.. That's what you have to do.. But you should read about a topic like justice system, Corruption etc and then apply your knowledge.. Note down important facts and figures, quotes, Instances that you can state as an evidence to your claim..
