1. intro:
While democratic process is a feature of democracy but democracy itself is a culture as it is a set of norms,values,principles,aims and ambitions.

2. Why democracy is not a process?

- Process related to evolution of democratic norms and values is called democratic process. So, evolution of those norms and values is a feature of democracy not democracy itself.

3. Why Democracy is a culture?

a. Democracy consists of certain norms,values and principles
-Rule of majority
-Accountability
-Egalitarianism
-Representation of all
-Participation of all

b. Democracy, being culture, is variable
-Variation in application of democracy
-Variation in acceptance of democracy

c. Democracy, being culture, represents masses
-Democracy represents attitude and behaviour of people
-Democracy represents aspirations and ambitions of people

Thanks bro.I deliberately don't mention why it is not a process because I don't know relevant info about it.you provided it but it is bit ambiguous.and second democracy is a culture means what are the general characters of a culture like I did mention.isn't it appropriate to fit this democracy is a CULTURE.I work on basics of basics.have your say.!!!

you are right our main focus should be to affirm that democracy is culture but our argument will be strengthened if we also disprove that democracy is a process.
You have rightly pointed out common points between democracy and culture but point 6 and 7 need revision or at least rephrasing
