Thank u for ur input. I incorporated the "HOW" question within the sub bullet points of introducing structural reforms as i was also keeping in view the time limit... In 3-hours, I was unable to write more than what i have mentioned in the outline.... phir thora check b karna hota hai end mein, e.g. spelling mistakes etc..

Thanks Abbas Khan 119. I did incorporate the points u mentioned in the tracking of govt. institutions' performance....Either we could use these points as sub bullets or integrate them within the paragraph that i just mentioned..
