Hi Ali,

This is just one man's opinion, and I have not even attempted the the css exam yet so do not take my word as final, but it looks like you have way too many points scattered all over the place. It might be better if you limit the scope of your essay, and group some of your points together into one point. Please do confirm from seniors who have obtained good marks in the essay

Yeah remove economic reasons from essay , further limit essay by removing reforms in administration wing... then essay will be fine...? Right...?

Please point out which points you think are scattered and should be grouped together.

The overall structure is more important than the basic outlines.

Try not to sweat over the outlines much. As long as your essay is structured and organized, you will have no problems writing up a solid essay.

Quality over quantity. Always and forever!

So whts should be outline for this essay... can you ppl write here...? Or just know few advices ?

I just posted an essay on "Globalization" a few minutes ago. That essay is incomplete and WITHOUT any prior knowledge on the topic!

You may wanna check it out.

Although the topic is irrelevant to you, it may give you a general idea on how to proceed.

The ideas must flow in a smooth transition.

I can't comment on the outlines due to lack of knowledge on your topic but can help you with the overall structure.

I had a more careful look at your outline and these are my thoughts. The essay does test content to a certain extent, after all you can not write an essay without content, but it is not about presenting everything you know about a particular topic. From what i have seen, people who do well in the essay only talk about a few points, but they explain them well and back them with quotes and other facts. Above all else, relevance is key.

This essay is about "The Need for Reforms and Institution building". The first thing we have to establish is that there is in fact such a need, and the second thing we have to do is give suggestions for policy measures and how to reform institutions.

You have done so in the first half of the essay, but many points are not relevant enough to mention. Essentially, your entire point 4 is not needed in this essay. Talking about the causes of the crisis is outside of the scope of the essay. We only have to describe the current state of governance, and suggest solutions.

So the approach I have seen work would be something like this:

Need for Reforms and Institution building

In the first half of the essay, focus on why there is a need for reforms.

Nature and Extent of the crisis of good governance


Effects of the crisis of Good governance

In the second half focus on on how to reform institutions specifically and a few other broad policy reforms you have researched well.

Institutional Reforms
FBR
NAB
Civil Service
Local Governments

Policy reforms
Two or Three important reforms you have researched well.

I lack enough detailed knowledge about the governance issue right now, but My overall approach to this topic, based on guidance by many seniors would remain the same. Keep it simple, keep it relevant, focus on explaining main points well.

once again, check my advice against that of seniors who have scored good marks in the essay. Make sure to check whether the senior advising you scored good marks in a tough essay year or an easy essay year. The advice of someone who scored 40 in the essay in 2015 is more reliable then the advice of someone who passed the essay in 2014 (a year in which almost everyone passed the essay)
