Hello all,

I am posting my 2016 essay outline here for you all to see. I had 40 marks in essay this year, which is not much. I attempted the globalization topic.


World as a global village: learning to live together


Thesis: multilateral cooperation and peaceful coexistent are the needs of the hour to survive in the modern global village

1. Introduction

2. Concept of global village and present scenario
• Millennial generation (generations Y and Z)
• Communication: ideas transported in clicks and people linked over oceans
• Technological advancements: cellphones, smart technology and the world wide web
• INGOs and TNCs

3. But have we truly realized the concept of a global village?
• No, we have not.
• Wallerstein’s agenda: globalization is a new form of colonization
• The north-south divide is ever widening
• International organizations running the new global world order
• The biased international agreements not benefiting the LDCs
• We have not implemented the Bali Package. The Kyoto Protocol and other international agreements
• Increasing socioeconomic inequalities in the world
• Growing regional conflicts and the inefficiency of global systems in addressing them

4. Analysis: is it possible to coexist peacefully in the global village that is taking shape?
• Yes, if we resolve inter-state conflicts and implement multilateral cooperation

5. How can world communities learn to coexist peacefully?
• INGOs: responsibility to forward the concept of harmony of interest
• Introducing reforms in the UN (veto system)
• Reviewing the TRIPS agreement (at least in pharmaceutical and agricultural domains)
• Mutual efforts to protect the global commons
• Global resolve to end prevalent conflicts in Kashmir, Palestine, Syria and other regions
• Technological and socioeconomic cooperation
• Implementing the multi-sum security principle to ensure security, trade, and development.
• Promoting fair competition in international trade
• Individual responsibilities

Topic: Crisis of Good Governance; Need for reforms & institution building.

1. Introduction
2. Thesis Statement:
Centralization of power and dysfunctional local government system are the sole cause of crisis of good governance in Pakistan, rest of the problems are interlinked with it. Therefore there is urgent need of reforms and institutional building.

3. Reasons of Crisis of Good Governance in Pakistan
A. centralization of power.
B. Dysfunctional Local Government System.
C. Civil- Military Oligarchy
D. Red tape
E. Corruption
F. Poor Accountability System
G. Political interference in Police.
H. Lack of co-ordination among institutions.
I. Poor relationship between executive and legislative.

4. How centralization of power is interlinked with other causes?
• It reduces public participation
• Dysfunctional local government system hinders the good governance at grass root level.
• When power rests in one hand, the chances of corruption are high.

5. Reforms:
A. Strengthening local government system.
Mechanism:
• DPO & DCO should report to Mayor only.
• Mechanism of distribution of resources between provincial government and local government.
• Equal transfer of resources from Mayor to all Union Councils.
• Development funds of a particular districts should be assigned to Mayor.

B. Improvement in Police Department:
Mechanism:
• DPO should answer to Mayor on law and order situation but Mayor should not interfere in transferring of police officers of his districts.
• Incoperation of websites of every police station.
• All websites should show registered cases and their present status
• Use of high tech technology in investigation process.

C. Right to Information System:
• Use of E-Governance.
• Establishment of websites of all departments and sub-divisions.
• Details of funds allocation, their usage should be displayed on respective website.
• Public should have direct access to all these websites.

D. Reforms in Civil Service

E. Role of Legislature & Executive:
• Legislative bodies should not interfere in executive’s role.
• Focus on legislative issues.

F. Enhanced Accountability System:
• Independent accountability authority.
• E-governance can help in accountability process.

G. Improvement in Co-ordination of departments

Conclusion.

I attempted the same topic. but got things differently. Defined village and all its attributes then connected and compared the world and a village.
described technologies which made world a village.
then described the events how we are going step by step toward learning how to live in a village where you can't be isolated and unaffected.

I got 52

It was without any academy guidelines and preparation of the topic...just tried to put in my analytical skills...

Innocent, if your essay says 'DCO and DPO should report to the mayor' then you should not be expecting more than 28. Had this point not been there you would have rocked.

Outline is imperative in an essay but it is infect not everything, as our honourable aspirants are told. Aspirants post outline which are undoubtedly incomprehensible by using tough vocabulary. As per my knowledge outline can’t guarantee you a success in essay .one can pass essay with a bad outline and good essay material but can’t pass with outstanding outline and bad material of essay. So, what I want to deliver is that writing 250 words in outline and 2500 words long essay along with expression are totally different. Those who are working hard to get through ce-2017 must focus on the material and expression of their essay. Writing 2 to 3 words in bullet form and writing a paragraph is entirely opposite to each other. Best of luck.
