1) Are there any particular types of democracy ? 2) It would be a wonderful addition if you narrate a brief journey of western world towards democracy, and track Pakistan's progress in following their foot-steps. 3) You should trim much of the historical portion since the topic is essentially concerned with the future, not past. 4) Pakistan's obstacle towards democracy is manifold, not the least of which is our cherished military. However, you can discuss the incompetency of current generation of political leaders, and the resulting stagnation in the reforms leading to democracy. Overall, the outline deserves an applause and it seems well researched. But can you do me a favor and write two opening paragraphs, since that is the actual piece of writing where the examiner decides whether to ruin a candidate's life or not ! I hope we can mutually learn from this intellectual athleticism, since I aspire to join Civil service too :) |

What is DEMOCRACY?
Democracy, a compound of two Greek words namely “Demos” meaning “people” and “Kratos” meaning “rule”, stands for the government of public. It is said to be a ‘government of the people, for the people, by the people’. More plainly, it is to suggest that the real power, termed by Thomas Hobbes as “sovereignty”, lies in the hands of common people in a democratic system. a democracy is often said to be the most challenging form of government, as input from those representing citizens determines the direction of the country. In a democracy, people have the power to make the decisions that affect their daily lives, as opposed to other governing strategies where power is concentrated in the hands of a few. ORIGIN of democracy: The Athenians are generally credited with coming up with the idea of a democracy in the 6th century B.C., although there are theories that democracy stretches back quite a bit further in a more primitive form. For example, prehistoric tribes might have taken group votes when it came time to decide whether to follow one set of tracks over another.</P><P>The Greeks, of course, had a fairly loose interpretation of democracy, since the key word to determine someone's right to vote was "citizen," not "person." Women, slaves, foreigners and males under 18 were all excluded from the ranks of citizenship. Only adult males were qualified to don togas, pop on pairs of sandals and mosey down to the weekly assemblies to cast their votes. This tradition was decidedly popular, and the practice of democratic exclusion continued well into more modern times. Today, various suffrage movements have broadened the potential voting populace for many of the world's democracies. Kind of democracy: A direct democracy is one in which the people govern directly. Known also as a pure democracy, the people vote on policies directly, rather than through any sort of parliamentary body. Switzerland is a country that follows a direct democratic system of government. A representative democracy, also called an indirect democracy, differs from both the presidential and direct democracies because the people elect a representative body of individuals. Those individuals then are tasked with making decisions and voting on policies on behalf of the people. The head of state in a representative democracy is someone different than the head of government or the prime minister. The United Kingdom, with its governmental system that includes a queen as the head of state, is an example of a representative democracy. |

Since the independence, Pakistan has experienced so many problems, in starting days it was Striving for a constitution and after a long time of nine years the first constitution was given to the people of Pakistan in 1956 but unfortunately the constitution was abrogated after just two Years, after that second constitution and third constitution were also given and suspended, in the result the democratic governments were also overthrown. Since independence, Pakistan has experienced four periods of military rule which have consumed 35 out of its 64 years of independent existence. It has spent another seven years under unelected civilian rule while the army wielded disproportionate powers even during quasi-democratic rule. As Pakistan's independence was won through a democratic and constitutional struggle. Although the country's record with parliamentary democracy has been mixed, Pakistan, after lapses, has returned to this form of government. The constitution of the Islamic Republic of Pakistan adopted in 1973 provides for a federal parliamentary system with a president as head of state and a popularly elected prime minister as head of government. |
