i am a aspirant and a newbie i am trying to write an Essay on FATA Reforms and merger in Kp. please help me in my outlines and give me some guidelines.
following are some outlines from my essay.

As far as fata reform is concerned.One of most important point is increased literacy rate.In fata literacy rate is very low so some of terror element like ttp used illeterate people to conduct terrorist attack.They told people in fata that pakistan fought war of america and they are against sharia that ttp want to bring in pakistan.Another reform is media access in fata so they educate people about millitary operation.But some of terror element never tolerates media member and they killed journalist in fata.Media access is very important in fata so they told people about millitary operation of pakistan army.Reform of madressa is very important that used by ttp to conduct terrorist attack.

First of all federation problem that creates conflict between provinces.Control of resources by central government and doesn't utilized for other provinces creates conflict between provinces.PPP in their rule controlled resources and utilized its for their province and pml(n) used same stragety.But these people only give blame to millitary dictator but in reality even democratic government doesn't properly applied federation principle that creates conflict between provinces.As far as merger of fata with kpk is concerned,If kpk government developed education,industries that eliminate poverty is beneficial for fata to merged with kpk.However if kpk used same stragety used by pml(n) government then there is no future of fata.We cann't won war from ttp until if we don't solved literacy problem.

central government said that they will deduct some budget from all the provinces and give it to FATA for its economical and structural benefit. but as u said there is a conflict between provinces even Kp govt is nor agreeing to cut there budget. as for the literacy rate in FATA it 33.3% (female adult literacy is 12.7%). and As access to health facilities in FATA there are very low results in high infant and maternal rates low immunization coverage.

they only play with people to justify their propaganda.They already know that kpk and sindh government never agreed on cutting down their budget.As they even not agreed on kalabagh dam then how they agreed on cutting down budget.If pml(n) and ppp government worked for all provinces in their regime then they acheived confidence of people but they are only partial toward their province over which they got votes.pml(n) government only give benifit to punjab and ppp give benifit to sindh.However there are also other reason to win these parties from sindh and punjab.PPP won due to feudal landlord system who exploit farmer and got votes from sindh and pml(n) won due to biradri system of punjab.But in reality they only play with illeterate people.Now pml(n) told people that they developed fata but kpk never agreed on cutting down budget.They only play politics.They have no sympathy for people.ppp is feudal landlord party and zulfiqar ali bhutto is himself feudal landlord who have 40000 acres of land so feudal system has strong influence over ppp politics.

but as compaired to PPP and PMLN, PTI government haven't done much. on the other hand in FATA JUI and jamat-e-islami has a strong hold and are stakeholders in the region. JI Help its first rally on sep 9 2001 in the ghazi bhag area of the agency and the prominent leadership of the party was there. second rally was held on jab 8 2012 in Gandawo of haleemzai and Roughly 8000 tribesmen were present at the rally. I don't support any parties whether it is PTI ,PML(N) or ppp but it is responsibility of central government to improved situation of country.Whenver any party whether it is pml(n) or ppp rule came.They played same trick as in past.Nawaz sharif came three time 1990-92,1996-1998 overthrown by musharaf.Similarly for ppp 1970-77,benazir ruled 1988-90,1992-1996 and when corruption case came against benazir then he flew to foreign country.After that he again back in 2007 november to participate in election and then killed in bomb blast.Now zardari used same stragety of benazir and return back to pakistan in 2016 to participate in election.Nawaz sharif followed same stragety and he also retun in 2007 october to participate in election.So what we can expect from these people.As far as pti is concerned whose central government still not formed however some black sheep still prevail in form of sheikh rasheed and other corrupt party member.Educated people who have knowledge to which people is best for them.In pakistan most of the people don't have knowledge when their right are violated.If they have awareness then no one tolreate such ruler and overthrown them.Only educated people make this country developed.

As far as for englsih essay, you prepare detailed outline on terrorism,democracy,education,human right,global warming,governence,media,energy crisis .Topic always came from these important topics.There is no chance of fata reforms to came in paper.Even 2017 paper in which are modern wars not holy wars came from terrorism, The War on terror has contributed to the growing abuse of human rights in 2015 came from human right as well as terrorism.So prepare these topics that is important from examination point of view.Cpec and its future also importance as it is related to energy crisis .But fata reform is difficult to came in paper.I don't expect such topics.It is came in current affair paper but never came in essay paper.
