Although I am not a senior here, however, I wanted to share my opinion. But remember, this is only my personal view, you do not have to agree with it. Here it goes.
Whenever I want to read a book, I will read its contents. If they are not comprehensible, I will simply skip that book. Same goes for essay outline. To me, the given outline is very rich in content but not clear enough because of the following reasons:
The first thing is regarding the mechanical treatment of English Essay Writing i.e. the topic at hand is an argumentative prompt. You have to take a side, give your opinion, and back it with factual statements while discussing the opposing view at the same time and refuting it with your argumentation. Secondly, the outline should at least give some hint about a clear thesis statement. That is apparently missing in your outline. Thirdly, I do not think that there is the need for the second point of your outline to be mentioned separately, rather it can become a part of your introduction. Now consider this outline:
1 - Introduction
A- Broader overview of Politics
B- Importance of Purification of Politics
C- Thesis Statement: Although it is believed that
purification of politics is not an iridescent dream
because of visionary leadership and strong institutions;
however, it is a shimmering dream because of the
increasing level of corruption, marginalisation of the
poor, and inadequate distribution of resources.
2. Purification of Politics is not an iridescent dream.
A- Visionary leadership can change the dynamics of politics.
I) Trickle-down effect
II) Refutation:
a) Politics is not an individual process.
b) Every human being can be corrupted.
B- Strong institutions can lead to a better type of politics.
I) A system of Check and balance.
II) Fear of accountability.
III) Refutation:
a) A few strong institutions do not necessarily mean a
better form of politics. Case Study: India
b) There is an immense role of politicians in
Institutionalisation making it a circular argument.
3. Purification of politics is an iridescent dream.
A- Increasing level of corruption makes the purification of politics
difficult to achieve.
I) Historical Evidence: From Aristotle to Present.
II) Nature of human beings: Politics, Business and corrupt
practices.
III) Case Study: Pakistan
B- Marginalisation of the poor is another factor affecting the purification
process.
I) Role of poor people in politics: Russian Revolution & Iranian
Revolution
II) Present role of poor people in politics
III) World Bank Report
C- Inadequate distribution of resources also contributes towards the
iridescent dream.
I) Relation of politics and money
II) Effect of money of politics
III) 90% wealth in the hands of 10% people.
4- Conclusion

Note: Please give your view point on this outline as well, I just shuffled your points and added a couple of things. Your outline is very rich in content but it needs to be argumentative in nature. In the end, that's just my personal view and I am not an expert on the subject.

Thanks for your input. I was just wondering whether thesis statement should be included in the outline. I feel it should not, rather the thesis statement should be a part of the body of introduction(not necessarily be mentioned as a heading in the outline).

Moreover, in argumentative essay, one needs to take a stand so I feel it is not essential to enumerate the two opposing arguments under separate headings in the essay. Rather, the body of the essay should include the arguments in such a way so as to make one point of the two arguments stand out compared to the other. In this way, the body of the essay will resonate with the thesis statement thus making it powerful and relevant.

That's, again, just my opinion. Seniors are requested to please shed light on these thoughts and assess my outline too, please

Can I ask what does iridescent dream actually mean? Is it a naive's dream and a fiction? Or is it un-achievable dream?
