Economic progress is just a mean for development and the end is the transformation of lives of people. Mere good economic figures does not necessarily ensure progress of people at large. Hence, a progress that does not transform the lives of common people and serves to bring profit to the wealthy people, big business entities and large corporations is not a real progress. It may transform the lives of the elite class but fails to bring any substantial change in the lives of general public.
