Controlling Idea: strengthens democracy (benefit)

Gender equality will undoubtedly buttress democracy. The entire point of democracy is people hold ultimate power. Therefore, it only seems plausible to involve them in the process. Mainstreaming women voting is the need of an hour – especially in Pakistan. The gains aren’t only limited to voting. We must have women leaders too. This has far-reaching and instrumental impacts. It means that woman will have a say in the policy and that is a necessity since women form about 49% of our population. The voter turnout has stagnantly persisted below 60% in Pakistan and in this percentage about 80% are men. The issue is exceedingly grave in rural areas. Research has shown that democracies have flourished when women participated in the entire process. Overall, democracy fares well when women participate in it uninterruptedly.

FATA- Reforms. A step to merger with KP
Since the incident of 9/11 FATA has been the center of attention for every one whether that is the local media or international organizations. Everyone is discussing the fate of FATA in the 21st century, but no real steps have been taken to mainstream it. Since the colonel period FATA was without any proper administrative control which make a safe haven for non- state actors to exploit the simplicity of the people of a region and use them for the international agendas. History is evident that the people of NWFP and FATA were deprived from their basic rights since the early period of British raj. From 1901-32 NWFP was under the administrative control of Chief Commissioner, and comprised of D.I. Khan, Hazara, Peshawar, Kohat, and Bannu districts. In the Nehru report (1928), and Jinnah’s Fourteen Points (1929), both emphasized for reforms in NWFP. From 1955-1970 NWFP was administered from Lahore under One Unit which was abolished in 1970, and NWFP was declared as a separate province. On the other hand, principle states such as Amb, Swat, Dir and Chitral joined NWFP in 1969. Consequently, the government under Article 246-B given these states the status of PATA (Provincially Administered Tribal Areas). In 1975, through PATA Regulation, PATA were provided with some packages such as tax exemption, extension of electoral system, removal of FCR, regular courts, and representation in the provincial assembly.
Under the Local Government Ordinance 2001, Malakand was declared as a district, all of the administrative components were introduced except police, federal funded Levies were retained.
In 1994, Supreme Court abolished PATA, which created a vacuum of administration in the area, eventually it was exploited by the non-state actors’ e.g TNSM, AND TTP.
