[SIZE="3"]Controlling Idea: Karachi’s Woes[/SIZE]

[SIZE="2"]Karachi was one of the cleanest cities in the world at one time. Now it is one of the most polluted. The case of Karachi is of marked interest because of what it could have become. Karachi had the potential to be one of the well-governed cities in the world. And, indeed, it did well till about the 1970s. The decline that Karachi has seen after that decade speaks volumes of the state’s negligence towards an opportunity: that Karachi could’ve been. Karachi’s streets are rundown, its drains overflowing; unplanned suburban sprawl and informal settlements are haphazardly mushrooming and densifying; there is no public transport and sewage/solid waste management worth the name. It faces an acute drinking water shortage. By 2030, half of our population would be living in urban centers. With no apt urban policy in sight, the misery is only poised to amplify. In sum, Karachi’s woes are endless. [/SIZE]



[SIZE="4"]Arguing for Local Government[/SIZE]

[SIZE="2"]To bring robustness to our ever-drowsing governance, devolving district management to local government is the only feasible and tenable option we have. To begin with, the elected representatives would be nearer to their constituencies. The felicity of democracy lies in representation, so the closer the representatives to their people the better. Second, it would eventually shatter the fortitude of the iron rice bowl. Civil Servants are guaranteed the job security for lifetime whereas elected locals will only have limited time to serve their people. To get into power repeatedly these locally elected representatives will work with fervor. Third, it could dispense a great deal of political upbringing to the newcomers. These locals will then go on to become our parliamentarians. Fourth, the politicization of bureaucracy would irrevocably be dead. Politicization of bureaucracy has left the district management in perils. Along with these gains, there are myriad other benefits to be gained from power devolution to local government.[/SIZE]
