I personally feel the first topic is asking you to support political will/power as a key to success (at state,local, international level) in contrast to economic power/initiative.
Your outline is more suited to a topic such as: Role of economics on world order and . in your thesis statement; you've used the word been. is that correct? "past ages, been vanished in:"

For example, China is playing politics in the South China sea by setting bases and placing large submarines to prevent any other state coming within 100nautical miles.
