Hey Aspirants, I want to discuss CE19 essay paper so I could comprehend the topic for next...
1st of all,

<Essay # 7>
Democracy & Illteracy donot Move together.

Correct me if I am Wrong...
• Topic has general nature, Not specifically related to Pakistan. So Relation of Democracy & Illteracy should be discuss by analysing the situation of world & then Pakistan.

• If there will be illteracy then people will not vote according to their own will,, they will go with the flow like in Pakistan, People cast their vote for biryani or personal gain.

• In rural areas sometimes people cast vote due to their feudal lord... So this is not democracy,,, people donot have free will. This is just because of illteracy that people donot know about their right of vote. They donot know the importance of vote. So ruler is imposed on people on the basis of vote of illterate people.

• Selling & Purchasing of vote... Against democracy... Power of vote is not known to people due to illteracy therefore they sell their vote...

• Due to illiteracy, No accountability, NO democracy

• People cast Vote for personal short term gain,,, People donot think about next generations or long term goal due to illetracy… So We get purchased Govt instead of Democractic Govt.


• Education-Basic right,,,, should be provided to every citizen but if govt donot give that right to people its mean they are trying to stop democratic process by illteracy,,, so they can again buy vote of illtrate people.

• Case of Pakistan, India, China , USA, Russia can be discuss...

This is how I am understanding this topic... Please correct me....

Democracy and illiteracy do not move together.
Introduction
.emergence of democracy
.views of political scientists about relationship between edu and demo.plato,aristotle,laski

Democracy in illiterate society
Political:
Inept leadership
Concentration of power in few hands
Lack of provision of basic rights like free speech,right to info
Rule of families
Social:
Less focus on human development
Rulers do not provide basic necessities of life like food,edu,health,
People do not give much importance to morality which is very necessary for democracy
Economic:
.shackles of economic slavery
.indirect taxation by gvt
.feudalism
Administrative:
.people consider civil servants as their masters
.crisis of good governance
.red tapism

These all things are antithesis of democracy.

Democracy where society is literate.A comparison of developed and under developed countries
Political:
.Visionary and responsible leadership
.political culture..people vote on performance
.no concept of violation of human right
.political parties encourage public participation.
.devolution of power.
Social:
.Provision of basic human rights
.Strict adherence to social norms(zero tolerance against corrupt people)
.religious harmony
.high human development indexes
.women are empowered
Economic:
.equitable distribution of resoures.
.direct taxation..main source of government's income
.good use of public money
.economic liberty..peole not rely on anyone which make them free to exercise their will

Strong institutions..meritocracy

People can hold them accountable in case of poor performance..

Luckily! I didn't appear in this paper... I am just asking as I am not able to comprehend any Topic of the CE19 essay paper. I want to know what examiner is trying to ask...

Well, It is not advisable to make sweeping and superficial statements in Essay or even anyother paper of CSS exams.
And your basic understanding and perception regarding the topic is fine. But, in my opinion, you need to refine, expand and organize your thoughts and ideas further. For example, the 'biryani' point made by you is a very crude one to make in any kind of formal write up. Secondly, arrangement and order of your points is debatable. Lastly, atleast three points of yours, mentioning 'personal gains/ short term gains/ buying selling of votes', basically are the one same thing and come under single head of 'clientelist politics'.
There is an essay outline by a CSP on this very topic, down in the Essay section of this forum. Have a look at that to get an idea on many dimensions of the given topic and arrangement of many ideas realting to it.

Thank you so much. But this is not my outline. I have mentioned that Discussion of topic to understand this topic.
