It is preferred that in cases where the statement appears on its own you don't negate it. For example if the topic had ended with do you agree or not? then it is preferable to choose a side. As it stands now writing for the topic is what the examiner expects of you.

Outline is looking smooth in negation. But how can will you prove your stance ? Religion and freedom of thought ???? If you are negating the statement what you say about Denmark Cartoons hypocrisy. It is illogical and difficult to prove this stance.
