I am confused. Isn't opportunities supposed to mean how Pakistan has means to promote tourism (hilly areas, religious sites, cultural sites). You have mentioned the positive impacts or advantages of tourism. Maybe I am wrong. Would love to have a second opinion on this

To talk about the structure of your essay, to be honest, in my opinion, your essay basically should start from point 4 and every thing preceding that is irrelevant.

In fact, if I were you, I would have skipped the point 4 as well; because, the essay is about opportunities emanating from promoting tourism in Pakistan and the challenges to its promotion in Pakistan. So the examiner has not asked "How can we promote tourism in Pakistan ? " per se.

Secondly, you have covered opportunities very well; however, there are few points that are overlapping and furthermore, few more points regarding socio-political opportunities could be added. Then, point 6 and 7 could have been done in a better.

Overall, in my humble opinion, you have failed to develop a relevant content on the essay: The very thing that irks the examiner.
