Very good outline in my opinion. Attempted the same topic. It was my first attempt at the exam, and thus not very confident tbh. Good luck!

b. Non-availability of financial resources and lack of infrastructural development may restrict the coverage and scope of digitization.

4. Conclusion

In the end I wrote two paragraphs; one covering some suggestions to tackle the challenges and other reiterating my main thesis that Pakistan is ready for digital revolution.
Overall the outline looks great but have you not limited the Challenges posed by/ to be posed by the digital industry to materialize in Pakistan?

In my opinion your sense of writing is great but what the examiner is asking is 'Pakistan is ready for digital revolution or not'.. So we can write the thesis statement like this "Yes, Pakistan is more than ready for digital revolution then before. Control of money laundring, financial market thefts, advancement required in health sector(and many other points like this) are all the factors which demands digitalisation for betterment."

Secondly, common grammatical mistakes should be omitted as much possible. Like we cannot write 'The Pakistan' it will be only Pakistan.
