Where it is also the duty of the concerned beau-rues and states to provided people their concerned safe rights.

Naturally it is an upheld concept, also maintained by all the religions especially by Islam that the people related to different castes, customs and cultures are mentioned by literature so that they must be known by such identities. This also ecompasses the level of their talent and its importance as per their facile lives and contributions in terms of their rights and duties respectively. Change is the spice of life. However there is a difference between literate and illiterate change. Literate change is constructive while an illiterate change is mostly destructive.

Women universities whether in government or private sector are intended to bring about a positive change in society. Still in the government sector women universities mostly put forward a merit criteria for the enrollment of female students. While the rest with some exclusion are selected there in the private sector.

Both of these sectors select the female students on the basis of competition and this competition is upheld ahead to carve a path for (constructive) change.

2.1- Women universities first of all eliminate gender discrimination. These universities educate women to acquire their rights equivalent to men.

In Pakistan literacy rate is 57%. And 70% of population are there in the sub-urban areas. Enrollment of girls and literacy rate needs to be improved in Pakistan.

3.2- Women universities have to give "Women Rights Activists" to the feminine part of society to fight for their basic rights at least education, health, employment etc. To make the illiterate women of society know and raise their voice such women need women rights activists to get the female portion of society in a good and safe race of life. Which is a core issue to women universities these times, to bring about a revolution in the life of such illiterate women of society.

3.3- Women universities need to enlighten the men of society through its candidates to not take their life partners for granted. These men should not get forked from the rights of their life partners. They should make their life partners fulfill the responsibilities of a good wife, mother, sister and a good daughter. They should give them a free hand to acquire the pleasures of life. This will enlighten the men of society also to become a good husband, father, brother and a good son in return.

3.4- Political supremacy should not be given only to the male portion of society. Women universities need to fight hard in this area too. As it is not only the male faction of society who can rule with a condemn against the female portion of society.

3.5- Governments must help women universities and should not keep them ignored (of both their public and private sector), equivalent to men universities, to remove all sorts of gender discrimination, all sorts of injustices, and all sorts of social evils and vices held against women in society, to remove the mental fog of women and purify the society. Because these are not just men that make up society.

This will inculcate in the female portion of society a great sense of women awareness concerning gender discrimination. 5.2- Practical experience for each department is necessary to be there in women universities. Each department must have competent sessions and engendered good qualities among qualified students.

5.3- Each year there needs to be a competent eligibility criterion for the enrollment of students. There must be no other reference or any money based entrance to university for enrollment except a fixed number of self-finance based enrollment.

5.4- There must be special scholarship programs for special students. This will help out the eligible students to acquire quality education.

5.5- Women universities must have special short courses. This trend will help the poor students who are deserving to have some sort of qualification. Which will help them live a better life.

5.6- Women universities must have more competent reserved seats for disable students, players, more seats for out of state or province students, and more reserved seats for international students - in those universities which are lending hand in international education.

1. Introduction


The Kashmir cause has 73 years of a miserable historical background. Crippling masses collapsed economic life, no judiciary, and a list of injustices are out there as the specifications of the occupied kashmir and Pakistan is lethargic in this regard.

4.4- The bilateral relationship of Pakistan with other muslim countries in this regard affect the reputation of Pakistan among these muslim countries. This in return affect the relationship of Pakistan with such muslim countries. As they see the repetition of the failure of Pakistan about the kashmir cause.

6.4- kashmiri public must have a successful domestic peace organization and campaigns to get their voice high about their will and their rights. United Nations must give a special focus and concentration to such a voice of kashmiris, which needs and seeks to be raised on the international forum also.

6.5- Those countries which vote against the will of the kashmiris and Pakistan in the UNO, must develop a sense of humanism and must vote in favour of the kashmir cause.

6.6- The United Nations must also support the presence of Pakistani army forces in the occupied kashmir. Which can develop a sense of safety and security in the occupied Kashmir about its masses.

This is a polarized Pakistan because of the polarized politicians. Who run after political power to become self-authoritative. And avoid what authority actually means when a politician is elected through voting. Here all the political parties compete against each other striving for power.

Authority acquired through voting actually means to provide proper rights to the citizens of a state, to listen to the voice of masses and provide justice, to purify the politics, to spend time among public and show genuine interest in masses where media helps, and to make the executive branch of such state work with genuine efforts for public.

However each politician in Pakistan either who become federal ruler or provincial ruler tend to become self-authoritative and hustle to live more and more luxury life, without any good and genuine interest in masses.



2. What Is A Genuine Government Of Democracy, And Its Qualities


2.1- A genuine and classic democracy is there where all the citizens of a state are considered equal and women equivalent to men. They are given equal rights, equal life standards and acceptable privileges varied among masses. Also these citizens who acquire these things have to fulfill their responsibilities up-to the mark and to the fullest.

2.2- A genuine democracy is that where the authority holders have to care more about the state and its masses than themselves. What the authority holders have to care more about themselves than the state and its citizens is just their health, and not engulfing the wealth of the state and its masses. Subsiding the state and suppressing the rights of the public must be avoided.

2.3- A genuine democracy is that where the authority holders are not self-authoritative and personally strong. But where the institutions are strong serving the masses honestly is an illustration of a good democracy.

2.4- A genuine democracy is that where voting is fair, justice is cheap and easily acquired, media is free and just, politicians are sincere and economy is free from corruption and bankruptcy, and the public is involved in and considered by the authorities when public decisions are made.

2.5- A genuine democracy is that where employment for the masses is easy in approach and acquirement, poverty is minimum, literacy is common, health is wealth, and no prejudice is held among the politicians, i.e, no concept of polarized politics is there.



3. The Polarized Politics In Pakistan And The Issues Of Democracy


3.1- Polarized Politics has been a trend of governance in Pakistan since the early 70s. This trend has weakened the so called democratic governance in Pakistan. Most prominent issue related with the polarized politics in Pakistan is that political parties are family-oriented where such politicians acquire political power for luxuries among personal families. Like PPP, PML(N), etc are the similar examples to rule Pakistan.

3.2- The ignored and crippling masses is another major issue of the polarized politics in Pakistan. Where the masses are the target of inflation, poverty, unemployment, and over all low quality of life.

3.3- Weak institutions in Pakistan due to polarized politics are not fair and sincere with Pakistani public. Where mostly the approach finders are benefited and the rest oscillate there, away from justice in depression, confusion, and a difficult survival.

3.4- Media is used personally by the polarized politicians for personal and their political party name, fame, and gains. Plus the media is kept restricted to not raise the actual voice of the masses for their rights. Where in they are left amid the problems and challenges of life they can not resolve themselves. Also the polarized politics in Pakistan gets extended mostly successfully for a tenure while posing controversial acts in the parliament, suffocating the institutions, and not helping resolve the problems and challenges masses do face in their lives.

3.5- Due to polarized politics the bankruptcy, due to the loans of IMF and World Bank for the state of Pakistan, is escalating with time. The un-affordable inflation for masses and the raise in taxes each year is another massive blow for the masses from the side of polarized politicians in Pakistan.



4. Challenges Of Democracy With Polarized Politicians In Pakistan


4.1- The state of Pakistan is facing the problem of an exhausted democracy. Where there has been mostly a game of hide-and-seek between the politicians in power and opposition to the government in rule. Such politics are dry-hard and non-productive for the masses.

4.2- The state machinery is not running properly. And is not integrated. The state machinery of Pakistan has lost flexibility between the authorities in power and the oriented masses. A wave of hopelessness is there in the atmosphere due to the polarized politics in Pakistan.
