Moreover, the access to fresh water is not uniform all over the world. With rising demand for water and excessive exploitation of fresh water, the natural reserves of water are depleting. Water shortages in many regions, including Pakistan are testimony to this fact. In such a scenario, wastage of water can have disastrous repercussions for the present as well as future generations. It can intensify water scarcity eventually leading to food deficiency, poor sanitation, high costs of living and destruction of natural habitats. Therefore, conservation of water is not only important for one’s own self but also for have-nots and for coming generations. Water must not be wasted as it is already scarce in many regions with depleting reserves all over the world. Though its a good attempt, content need more work. Add more points in "why its a myth." And the argument that "political is level playing field..." rules out the face that there are more men in politics than women.. Women also faces barriers in various aspects just to enter... Add more concrete arguments in both.

It will be better to write one liner/short sentences in the outline, makes it easier to convey.

Dr. Zia Ur Rahman, the first Civil Engineer to design a 30-story high-rise, had to prove his mettle in the U.S. after Bangladesh failed to recognize his creative potential. Dr. Abdul Salam, having failed to attract appreciation from the Government of Pakistan, left for Zurich only to receive a Nobel Prize in Physics. Had the same appreciation and support been given to the aforementioned individuals in Pakistan, the country would have retained them and benefitted from their creative potential. It would be unfair to lay the responsibility solely over the state since the society, too, has a great role to play in supporting, appreciating and acknowledging such brains that have the potential to make a difference. Good outline, arguments specifically in the global dynamics are convincing. But the ones given in Pakistan's foreign policy sound more like issues. This doesn't mean they are wrong but thing is they need to be rephrased.
It should highlight how Pakistan has aligned its foreign policy under such dynamics. "Determinants" are not necessary. Recommendations for what? make it clear. Don't just leave headings on the way.
