Question Help needed related to Poverty Alleviation Steps by Government

Dear Friends,

I'm working on an essay "Alleviating Poverty". I am stuck up at the part about the previous steps the Govt. has taken in this regard.

I would be very thankful if somebody could tell me about the policies and the FLAWS in them.

according to my observation .. steps taken by govt. are

0.. defining the official poverty line for teh first time
1... SME'S ( small and medium enterprises)
2.. micro financing
3.. poverty alleviation fund
4.. several ongoing projects with assisatnce of world bank & asian dev. bank

Thankyou so much for your nice reply. But I think you missed some part of my query. I also asked for the flaws in the Policies.


Addition:
The definition of Official Poverty line in Pakistan is flawed. According to the worldwide definition, people who live on less than $1 a day are said to be below poverty line while the statistics achieved in Pakistan are based on surveys on household (family) basis. According to the Govt: if someone with a family of 5 is earning $1 or more than that a day, he is not considered poor. But in real sense he should only be considered well off if he earns atleast Rs. 9000/month (1$ = Rs. 60).

And if this case is considered... more than 70% of Pakistan will be considered poor.

I want you to provide me detailed analysis of the policies. Because you and I might have totally different ideas.

SALAM

WELL THE POVERTY ALLEVIATION HAS TO BE DEALT WITH TECHNICALLY
IN FACT, TO ME THE TOPIC INVOLVES THREE MAJOR CONSIDRATIONS.
1 THE CAUSES OF POVERTY
2 REMEDIES ALREADY TAKEN
3 RECOMMENDATIONS FOR FUTURE
FOR THE FIRST PART WE NEED TO DISCUSS

THE POVERTY WE INHERETED
a reference to initial problems
THE POVERTY WE PRODUCEDfudal system, anti-poor policies, vested interests, foreign pressures, technological problems(no one gives us the heavy machinery....they only give us the machines capable of producing goods, rather than those capable of producing machines themselves)
REMEDIAL MEASURES OF GOVT.
AGRICULTURE SECTOR
micro finance facility, free education, tax reduction for calamity hit areas, facilities for exporters, mega projects, contracts with malaysia etc for foreign employment, scholorships allowed abroad, telecommunication sector(MOBILE COs), Small and Medium enterprises.
MEASURES TO BE RECOMMENDED
structural changes- shifting burdon from poor to rich
agricultural reforms-owership rights
industrial reforms-more facilities at industrial zones, more zones
more mega projects
kalabag dam/bhasha dam-electricity needs of growing economy cannot be fullfilled without it

Microsoft Encarta 2005 can serve Ur needs. Any official website relating 2 Pakistan's history particularly economic growth will be better to search.....

Dear Muqeet Asim,
Thanks for your advice regarding the sources. See, there is nothing I can't find on the internet and encyclopaedias. The purpose of asking questions and help here that i'll get diverse ideas which would be much useful to design an analytical essay.

Mostly these types of searches give a one-side picture of stuff. I mean, the positive side. But according to the outlines of my essay. I needed the planning, analysis and flaws in all the policies and programmes of the Government.

I hope now you understand! Anyways thanks for reminding me and creating new sources of information!!
