brother dont write about middle ages and those solutions which are impossible to be implemented. reduce your outline to one page and repost it.
moreover, dont write headlines like non-luxrious life, crises in recent past etc. these arguments dont carry weight. so be precise and to the point. beating about the bush wont help

Never give a new idea in the conclusion.Just conclude u're essay in the conclusion as the word implies. You have given a few headings in the conclusion not mentioned above in u're essay.This is what i learned from my teachers that never come up with something new in u're conclusion. It ain't a mistake, it's a blunder. Plus i felt that u're ideas are fine but u were unable to make a suitable outline- there is excessive use of bombastic words

Is the outline compulsory?

Yes, it has been made compulsory. Go through CSS ESSAY 2011 and you will see at the top a Note _ Make an outline and write a comprehensive essay.

i hv consulted with a friend, he is a csp told me that he wrote above 30 outlines and had 54nos in essay paper. mari and other seniors what u say about it.plz plz plz seniors tell me about it

more outline result less marks. you should need to obtain 80 to 90 marks in essay for this purpose you should stress on both qulaity and quantity. because both matter if you have quantity but not quality you will gain 0.
