4(b)
should include some social examples too...

1.like when paying utility bills etc queues are automatically formed by people.
2.In families decision making process constitutes the opinions of all elderly or younger members.
etc....... :)
like democracy is cultural. its roots are deep in cultural values it

does not come with any political process.

well, the following is how i attempted it..


Length: 15 pages

The gist of my essay was:
" Democracy is a broad concept. It cannot be confined to a process of
elections or parliaments. Democracy is a culture. It comprises of a
set of values, norms, beliefs, customs, habits and traditions. It is
not just a process and thus it cannot be exported or replicated
throughout the world. Instead, it has to grow from within. Like any
other culture, it has to strike roots in the psyche of the people.
Only then does it stand a chance to succeed. "

but the outline was little brief, i guess:

Outline:

1- INTRODUCTION


2-CONSTITUENTS OF THE CULTURE OF DEMOCRACY
a) will of the people
i) elections: form
ii) no authoritarianism: essence
b) some other core values of the culture of democracy

(inside these, i wrote a few paragraphs on values such as equal opportunities,
tolerance, pluralism, transparency, accountability, justice, freedom,
rule of law etc)

3- FLOURISHING DEMOCRACIES: DEMOCRACY AS A CULTURE
a) U.K
b) U.S

4- FLAWED DEMOCRACIES: DEMOCRACY AS A PROCESS
a) Pakistan
b) Iraq
c) Egypt

5- CONCLUSION

( which, by the way, was spread over almost 1.75 pages
i-e almost 2 sides of one paper and had a bit of recommendations- to
the effect of letting the culture of democracy to grow, education,
awareness etc- fitted into it too)

so, any light at the end of tunnel???
