You should include a section that bust the myths as well, there are talks of generating power from coal, it should be known that coal of pakistan is of poor quality and sophisticated technology (which is very expensive) needs to be imported to make it worth generating electricity
Also, construction of DAMs for electricity is very outdated, The prime purpose of a DAM was/is Never electricity generation, that's not something you should suggest in your essay as a solution, it is more of a problem rather than a solution, not only because of its political issues which can stir up chaos but in situation of a war it's a very high security risk, just 1 bomb at the right place and boooooooom off goes the city with flood.. However, small multiple dams are not a bad idea, not not big dams.. There was some research which spotted some 30+ areas I think which are naturally suited for small dams in pakistan
Divide your solution into 3 parts, short term solutions, mid term solutions and long term solutions. Then have subsections for them, Immediate solutions are RPP's and IPP's etc, do research for others (mid term, long term) :P
NOTE : I have not attempted CSS yet, so don't consider my comments very serious and obviously don't compare them to what seniors will tell you, just shared what I thought, I can be wrong

initial part of the outline is irrelevant..you are nt supposed to provide info abt 'what is energy or energy crisis'
address the topic directly.
moreover,dont define you topic in intro,in intro provide the general info abt the situation of energy crisis in pak.
bro most of the people fail in essay coz of irrelevancy.
