need help, i Have a genuine problem
 

[B]Good Governance in Pakistan:[/B]
I am really confused because i have made the following outline(brief) for GOOD Governance in Pakistan. But the the problem is that when i was writing the Implication of BAD Governance it seemed to me that Condition of Governance in Pakistan and Implication are overlapping each other. say, Corruption, law and order situation and so on is prevailing in Pakistan. on the other hand, the implication is also the same. Say, Corruption, law and order situation, poverty etc. these all are the outcome of the bad governance. so, what do you suggest i do???

Governance in Pakistan gives very clumsy outlook. Corruption and nepotism is rife in most of the departments of the state. Rules and regulations are seldom followed. The departments of the state have been politicized. The corrupt and self-centered politicians are using machinery of the state for their vested interest. They treat bureaucrats like their personal servants. Postings and transfers of civil servants are carried out on political bases. Efficient and competent officers couldn't be properly utilized, as politically affiliated inefficient officers get good postings . Consequently, the problems of the people of Pakistan could hardly be addressed in effective manner rather it is accumulating the suffering of the people. Thus, Governance is at its lower ebb in Pakistan.


This might be the paragraph for "Condition of Governance in Pakistan". And u can include your other points in "The implication of Bad Governance" Paragraph.

I am not master in essays though I have a suggestion.

Do not undermine your "Condition of Governance in Pakistan" This paragraph will be the key of the essay. Make it worthy enough to impress the reader. If we divide the essay in two parts, then this is the paragraph that examiner will be keen to check thoroughly. In the 2nd part, steps taken, suggestions will be important.

I will advise you to put much effort in "condition" include facts and figures (survey reports etc.). And in "Implication" include secondary items, like how it effects common man, welfare of state etc.

I think i could not make my point clear. i want to say that both the State of Governance in Pakistan and impacts of bad governance are necessary to include in my outline or otherwise??? Because the both former and latter is overlapping each other.

Well I think to discuss the state of Governance in Pakistan is one thing; where one should elaborate the "Ongoing state of governance" in Pakistan; it may not be necessarily about the bad state of governance in Pakistan, can be good in some areas as well.
Where as Implications of Bad governance should be part of the essay where one highlights the causes and effects of bad governance (only).

My Viewpoint is that your outline is comprehensive. plz do support your this essay with international and regional ranking of Pakistan in terms of good governance, Human development index, Global Competitiveness,Institutional Strength,Democratic dispensation etc. As far as your question of overlapping of causes and implications is concerned i think you should mention them both with added statement that these very causes and implications reinforce each other i think it would not amount to repetition.

I understand you mean to say the material in both these headings will be the same because condition of governance is is also bad. It will not affect your marks because former includes present state and later includes scope of bad governance.
