Dear your above outline is relevant after you discuss what is democratic culture and what is democratic process, as I discussed. then the first portion of your outline may be employed to see causes which prevent democratic culture to flourish and then the second part of your outline may be given to see the effects if there is no democratic culture. Afterwards you may give some 9. Remedial Measures in that regard, which you have done in the last part.
