Democracy is a culture rather than a process

outline:
1.Introduction and Background
2.Features of cultured democracy
i) Frequent and effective implementation of democratic rules
ii)Justified steps of leaders regarding benefit of citizens
iii) Sole authority of judiciary in its department
vi) Equally access to the resources
vii)participation of people in policy making
viii) interred of territory discrimination
ix) Established economy
x) No gender discrimination
xi) High literacy rate and involvement of educated people in Government
3. features of democracy as a process
i) Foul play of elections
ii) Flash in pan promises
iii) mare's nest personalities
iv) carcass politicians
4. countries of the world having cultured democracy
5. countries of the world having flawed democracy(as a process)
6.democracy in pakistan ( cultural or a process)
7.Reasons of failure of cultured democracy in society
i) Interruption of autocratic rulers
ii) unstable period of leaders elected by the people
iii) Self-centered politics
iv) Emotional speeches of leaders take people by the storm
v) foreign interruption
vi) lame constitutions
viii) puppet judiciary
ix) Non serious and block head behavior of media

vii) people do not have self-sufficient necessities of life
x) Deficiency of educated generation

Thank you dear ))) yes It is good but you need to do more in the sense that it is not relevant to the above topic. If you are in favor of this topic then your outline should look like this:

Democracy is a culture?
Now give what culture, democracy tends to promote like:

-freedom
- Equality
- justice
- Rule of Law
- tolerance
- Liberalism
- dignity
- Prosperity
- Constitutionalism
- Liberalism
- economic freedom
- social and political liberty and security
- fundamental rights
- Mutual co existence

And many more good things which for instance make an ideal society.

Now what is democratic Process?

Like:
-elections process or
- electoral process
- political parties
- Elections campaigns etc
- Nominations: Tom And Dick
- state institutions like Judiciary, Parliament, executive
- Government and Cabinet of ministers etc


Now you see democratic process is a means to achieve the above democratic values both appear to be inter dependent but the former is often neglected due to more focus on form rather then substance. Democratic process is promoted but democratic culture is not. Make it a discussion by giving examples of suppression of people by democratic governments.

now write what happens when democratic culture is neglected. give certain quotes

According to John Stuart Mill, threat to democracy is not from government but from a majority that is intolerant of diversity and uses its numbers to repress the minority. Therefore behind every liberal government there should be a liberal society. or it is not necessary that a popular government should also be a liberal government.

- oppression
- tyranny
- injustice
- intolerance
- might becomes right
- collapse of society
- poverty
- all the bad things happen

Dear your above outline is relevant after you discuss what is democratic culture and what is democratic process, as I discussed. then the first portion of your outline may be employed to see causes which prevent democratic culture to flourish and then the second part of your outline may be given to see the effects if there is no democratic culture. Afterwards you may give some 9. Remedial Measures in that regard, which you have done in the last part.

you have good knowledge, but work out on how to organize things. understand the topic and then do Brainstorming.
