It was acknowledged a long ago and the efforts were intensified all around to resolve it since 9/11 tragedy but even an iota of success is not yet achieved. And this very phrase going to be resolved has been repeated many times across the globe.
The issue is not of such a scale that it could be resolved over-nightly rather it will take long to tend towards its end. So its a lingering issue and such a problem is invaluably the topic of CA domain of Essay paper. I can't say it will be asked but it may be asked.

When ever anyone speaks about Essay writing, I remind the words of RAZ.

Here are these:

Quote:
A Recipe, a Panacea, an Antidote, 31 years experience

You are 21+ years old

Most of the candidates fail because they assume that they are not more than 3 years old. Three years is an optimistic comment from my side, factually, candidates think that they are just one day old kids.

Believe me, if you realize your actual age, you won’t fail in outline task.

You know what I am saying? Ok, let me interpret it: Brainstorming of the candidates in exam hall is limited to last night and previous day’s study stuff. Their thinking process is unfortunately confined to what they have studied or planned yesterday for today’s paper.

Jo topics tayar kar ky aye aur jo outlines cram kar ky aye bus soch ka daira waheen tak mahdood kar dety hain baki damag ko tala laga dety hain. Paper main agar wahe aa gaya jo yad kar ky aye hain kal din aur raat main to khushi ki inteha aur agar parha huwa na aya to ankhain lal, kan surukh, aur pen danton ky nechy, sar chair py paper ki jaga. Ary baba kia ho gaya, konsa pahar gir gaya?

Then the panacea in this situation is to understand that your life is not limited to last couple of days rather it is spread over a minimum of 21 years and may have crossed, 22, 23, 24, and so on. Those 21+ years are the crucial knowledge treasures which need to be explored and recalled smartly. Such life span is full of observations and effective material. All you need is to brainstorm beyond your narrow-minded strategy of last few days, broaden the horizon of thinking at that time and allocate sufficient time to the outline. Outline is a driver and always keep the best driver otherwise you won’t reach your destination. The best vehicle driven by the worst driver may end up in any accident, manhole, or wrong location.

Default Roger!

And what if the examiner don't ask about the outline thing?

Besides, one of my friend who qualified CE 2011 , he attempted an essay on a social issue and missed the Outline part. he was awarded 40 marks. And those with long and bombastic outlines also scored 40 marks.

In my point of view, Outline is not the complete Essay rather just a glimpse for the examiner that how have you organized essay. Much emphasis must be given to the presentation and what one needs to write inside it.

Correct me if i am wrong,

Don't stay in Oceania of Ifs. The very first words you will find in Essay paper are:

Note: Make an outline and write a Comprehensive Essay (2500-3500) words on any ONE of the given topics. Make sure you use different forms of discourse e.g. exposition, argumentation, description and narration. Credit will be given for organization, relevance and clarity.

Don't judge it having seen an exceptional case. If your friend had written outline he could have been given 50 plus. You cannot avoid importance of outline.
Humaray samaajh main jab kisi ko dawaat milty hai kisi cheez ki tou dimaagh main BIRYAANI ka bulb chlnay lagta hai, ab jab CSS k essay ki baat hoty hai tou examiner or candidate k dimaagh main outline ka bulb chlna shuru hojata hai.

What I can say, you friend was luckier.

Most of the times Essay checker gives you marks having observed your outlines. Indeed, presentation and expressions matter a lot but you cannot avoid outlines.

If some one has opted sociology then he/she read about institutions

1.Family Institutions ---------females or gender issues .
2. Political institution---------Democracy
3. Religious institution --------war,crimes ,unrest ,militancy and terrorism
4.Media ----- Role and recent trends
5. Scientific,educational institution
6. Economical institution

If we have studied well CA of these institution, then we are in a position to predict coming essay

Like I will say ..child labor and rapes are very recent trends which come in the sphere of family institution. So why these are taken place . It implies larger faction of women are working outside their homes.
