Default Need a small bit of assistance

Hey there seniors ! I have been preparing for the upcoming css exam for quite a while. Now I am quite an authority on it but confusions are bound to creep in. my query is as follows. ....
Where you're asked to write down an essay with the help of outline, everyone does write down the outlines because it becomes an obligation but when the "outline" has not been mentioned in the question paper so in that case should one draw an outline for the essay ?
کیا ہر صورت میں آوٹ لائن لکھنا چاہیے ؟ یا صرف اس صورت میں جب آپ کو کہا جاتا ہے کہ آوٹ لائن کی مدد سے ایک مضمون لکھئے

Please take a look at the essay papers of last six years (avaiable on FPSC website). The papers, not even at a single instance, exclude the parameter of sketching an outline. It is and has always been the most crucial part of the essay paper. Many a times, your outline can be the deciding factor behind your success in the essay paper. Therefore, it will surely be a part of the paper. It is compulsory for the applicant to detail out his/her essay via a catchy outline. Even in a remote scenario where outline is not required to be a part of the paper, it is advisable to write one. Plus, do bear in mind that in the essay paper, outline can be the first effective blow which may win for you half the battle.
