I did attempt this topic in today's paper. Below is the overview of my outline.

Outline:

Thesis Statement:
Illeteracy is one of the root causes of an unsuccessful democracy.

1) Introduction:
a. Meaning and purpose of democratic system of governance.
b. How illeteracy affects the democratic setup.

2) How democracy is helping modern countries achieve holistic progress?
a. Government of people
b. Highly educated politicians
c. Masses are educated and well informed.
d. People are working towards a common goal
e. Harmony among national interests and political motives
f. Effective accountability
g. Coherency

3) Developed countries with higher literacy rate and centuries old democracies progressing at exponential growth.

4) How illeteracy affects progress of a developing country?
a.
b.
c.
d.
e.
f.

5) Developing countries with high illiteracy rate facing issues with their democratic setups and stuck in one crisis or another.

6) Conclusion
a. Democracy - helping countries with higher literacy rates to progress holistically.
b. Illeteracy - a challenge for the developing countries with democratic form of governance.

C) Impacts of illiteracy on democratic system:

4) phantom schools and teachers
