Its a good attempt overall but the topic chosen, in my opinion, is very open-ended and hence there is a lot to write on it without being focused on specific areas within the topic.

My approach would have been something like "The evolution of Disaster Management in Pakistan post 2005, and its general effectiveness". These kinds of essays, though are of disaster management, but relate to specific areas and focus on a narrow stream within the larger topic. Hence, all the knowledge about Pakistan and Disaster Management will have to be streamlined in a way as to answer for the "evolution" and "effectiveness" part of the question.

I hope you get the gist of my opinion and consider it as an "additional workout" rather than "unfounded criticism".
