Note: I am sharing these outlines for the help of those sisters and brothers who cannot go to a bigger town or an academy for any reasons. Remember in prayers, will share some other outlines soon.
Sir while writing this essay, how will you justify the US invasion of Iraq as it was for the natural resources of Iraq not for holy purposes and the 16 years long stay of US troops in Afghanistan without any holy purposes but to consolidate her position in Asia. I am confused with the stance.

No outline is not a mandatory part of CSS essay subject. I know at least three CSP's who have passed essay exam without outline. In my opinion, they were few exceptional cases who have excellent command on essay writing. Not every person can convince examiner in introduction. Outline, introduction and conclusion are the three parts which usually decide the fate of your essay paper. Body is important but less as compared to 3 other parts. What some of the student do is that they takes a stance by agreeing to the statement but in essay they write something contradictory to their stance in the outline. One must develop comprehensive outline of about 1.5-2.5 pages depending upon your writing speed. Usually students who have sound knowledge of topic write about 15-25 paragraphs. Pages vary between 14-20 on average.
Outline should be well constructed and elaborative. I will advise you to leave estimated space for outline at the start. Use rough outline to write body of the essay in well constructed format. Write your outline at the end. Cohesion, coherence and clarity of ideas are important for good essay apart from other essentials. Writing outline at the end will give you edge that you will only write those points in outline which you have already written in main essay. Only write those points in outline on which detailed paragraph is present in your essay. Do not give contradictory statements. Be very clear.

I am neither a CSP nor a senior experienced person. I have only appeared once in CSS examination but surely I know a thing or two about essay writing as I have passed English Essay in 2017 attempt with exceptionally good marks.

Outline of 1.5-2.5 pages. Page means single side. 15-25 are number of paragraphs in entire essay. Which actually means 15-25 points in outline. This is reasonable length. It depends upon your writing speed and available time. Your paragraphs should be equal to number of points in your outline and must follow the same sequence. One must finish essay at least 10 minutes before time. Read your essay at least once during that time to correct your mistakes. You must have calculated time for each part of essay in your mind. Construct your outline and write your essay accordingly.
