The essay is argumentative. It should be reflected in your outline the stance you have taken either for or against. The curse of over-population gives the idea that you are talking about "effects of over-population." Also, your point no. 4.9 is irrelevant to the topic. Diseases/health issues have nothing to do with human capital. This point could be added to the "effects of population" type essays. The key word here is over-population vis-a-vis human capital. Modern technology usage and training to raise productivity. The former part contradicts the latter one. The use of modern technology means machines which reduce human effort. In this way, the over-population will affect more because employment will be decreased. The former point should not be written. Lastly, do not write long sentences in outline. Try to use shorter sentences. Good luck.

Thank you for your detailed critique. I shall keep the pointers in mind. I wanted to take a more positive spin on the topic since it usually tends to become very gloom and doom. Yes, I fully agree over-population is a problem, as I attempted to convey in the curse of over-population portion, but its not going away anytime soon so lets try and make the best of it. The point 4.9 can be spun to fit the topic quite well. Over-population tends to congest in urban slums where due to the sheer press of people and lack of facilities epidemics are very prone to break out. Now you may ask what this has to do with a productive human capital? A healthy human is a good and productive capital. Disease kills human productivity and can slow the economy down quite drastically and stop us from reaching our full capacity of income and output. I do understand that it is quite a stretch to link this point with the topic and am grateful that you pointed out the weakness in my arguments. Thank you so much again.

Had diseases killed "human productivity", then, in any case, we would not have seen China being the most populated country becoming an economic giant. On a serious note, diseases do not affect people on such a massive scale so as to kill their productivity and slow down the economy. Above all, it does not suit the topic either. Additionally, diseases are caused by many factors; over-population is one of them and it does not affect that much on the productivity of the people. There is not a single real example as well to support this argument and I am sure that you won't be quoting "zombie apocalypse" in your essay to support the very argument. What I have learned from my teachers and experience is that the outline is like the trailer of the movie. It should be self-explanatory. There are two targets in an essay: 1. Writing the relevant material. 2. Meeting the minimum threshold of 2500 words. The normal words per paragraph are 80-100. Keeping in view the time restraint, it is advisable to write those points which directly hit the bull's eye and appeal the examiner. Writing something vague and then trying to connect it with the topic will not only increase the normal length of the paragraph but also mar the cohesion as well. Anyways, you reserve the right to negate as everybody has its own perception and style of writing. My point was to emphasize the relevancy and elaborate the logical aspect of that point. Good luck.
