I. INTRODUCTION

- Corruption is a curse being faced by Pakistan
- the rampant corruption in pakistan --- according to TI
------ 47th number in 2008
------ 42 in 2009
------ 36 in 2010
- Pak indulged in corruption of 28 bn Rs increased to previous one

II. DEFINITION

" the use of authority for private gain" TI

III. FAVOURABLE CONDITIONS FOR CORRUPTION

- Unstable political structure
- lack of political will
- when the price is less than what is being delivered
- when political elite indulge in corruption
- when religious elite indulge in corruption

IV. FORMS OF CORRUPTION

- bribery
- favourtism
- nepotism
- red tapism
- political contracts
- political patronage
- bidding process

V. CAUSES OF CORRUPTION

- political instability
- unequel distribution of resources
- moral degradation
- lack of understanding about ones own right
- lack of education
- unemployement
- low salaries of public servants
- non availability of strict laws and adherence to them
- loopholes in existing laws

VII. IMPACT OF CORRUPTION

- directly or indirectly paves a way to dictatorship
- increase frustration among massess - disintegration
- relation with FDI
- resistance in political development
- devaluation of state image
- lose of respect in international sphere
- economic crisis

VIII. INITIATIVES OF GOV'T IN PAKISTAN, TO COMBAT CORRUPTION

A. Early initiatives
- Quaid's discouragement of this curse
- Ayub's EBRO and dismissal of 1660 officers
- Yahya's dismissal of 300 officers
- Bhutto's dismissal of 2000 officers

B. Musharaff reign
- National Reconstruction Bureau
- National Accountability Bureau
- National Anti corruption strategy
- Reforms in other institutions
-- Police order 2002
-- local gov't ordinance 2002
-- Capacity Building project (A training project of ADB)
-- Easy Access to Justice Project (ADB)

C. CURRENT GOV'T INITIATIVES

- National Accountability Commission
-- removal of immunity of judiciary and army officers
(Only approved by the parliamnetary committee but not discussed in the parliament)

IX. SOME MODELS

- Motorway example
- South Korea example
-- Good Governance through good salaries, accountability and strict punishments
- Singapur example
-- handsome salaries to public servants and ministers

X. SUGGESTIONS

- provision of education
- strict laws and their awareness
- no change after law formation to give benifit to any party
- actions above partisan
- independent accountability commission
- good governance
- handsome salaries
- built in accountability system within the departments
- the most important suggestion is to develop the economic conditions of the masses along with proper provision of education, resultantly the massess would demand democracy based on its true spirit of democracy where; a democratically elected head of a party would respect the feelings of masess, a president or PM would fear to face them during next elections or thier agitation, it will strenghten the parliament which will ensure independence of judiciary. Judiciary would act as a sword on corrupts without any exemption.

I think this would be enough for an essay. Suggestions are sought from seniors.
