Good Governance in Pakistan is distant dream. History is witnessed that nations did not destroyed due to poverty or hunger, but due to bad governance and mal-administration. Pakistan is home of militancy, poverty, extremism, urbanization, unemployment, energy crises, water crises and corruption. The panacea of all these ailments is good governance. Unluckily, we have inherited all these problems since inception. God bestowed us with substantial natural resources, although these are badly governed. All such problems are due to dereliction. Good governance is simply the provision of basic human needs, social security, and welfare to the masses as well as state as a whole. Our ruling junta is simply failed achieving these objectives.

In the time of modernization and digitalization everyone plays their due role in country development. In order to make strengthen the body of government, everybody must give the opportunity to play their part. Provisions of equal educational, political and economic opportunities are the basic pillars of good governance. In addition, security of life, food and jobs is main task of efficient government.

Similarly, a good government should be transparent one. Transparency is one of the vital elements for good governance. Likewise, responsiveness is the basic tenet of good government. Governance is not mere the running the government machinery but running it well. On the other hand, gender balance plays substantial role in economic development. A coherent government can be based on gender equality. Afterward, potency is the key factor running the government machinery well. Meanwhile, a good government is one which is accountable to public. Accountability is the fundamental pillar of good government.

A British philosopher, C.E.M. Joad, long ago, commented about Socialism that can now be applied to democracy. He said, “Socialism is like a hat that has lost its shape because everybody wears it.” The quotation perfectly applied here. Democracy in Pakistan is somewhat chequered history. Since independence perennial attacks have made on democracy. Every now and then the train of democracy is derailed and ousted consistently by the military juntas and clique. The incumbent repeatedly used democracy for their personal interest. They squeezed even the last drop of the state. Democracy is in doldrums.

Similarly, Civil and military relation is pre-requisite for efficacious relation of state management. Since the eve Pakistan mired through external threat of India and Afghanistan and internal threats of being collapsed. More than thirty years Pakistan has been ruled by military juntas. The recurring military intervention is one of the reasons of bad governance. Military dictators intervened, ruled and went.

Moreover, bullying opposition has a big threat to dislodge the elected government. They frequently turned down every good as well as bad bill on any sort of issues. Even last week Ruckus is raised in parliament. Likewise, the hackneyed sit-ins of PTI is indeed embarrassing one. Chief executives (PM and President) are abused and molested in public jalsa. Our power-hungry and insatiable politicians want to satisfy their appetite on any cost. They belittle and even degrade their political rivals.

Furthermore, independent judiciary is sine qua non for the smooth functioning of any state machinery. Without this achieving the desired result is mere an unachievable dream. Judiciary in Pakistan is again and again used for their personal benefits. They are influenced through back stairs. Recently, the Gen. Musharraf controversial statement; that he was help out by former COAS Gen. Raheel Shareef in leaving Pakistan from government by influencing the court, raises an eye brows. This contentious statement elucidated that the judiciary is quasi-independent.

In addition, the broader objectives of good governance could be achieved through free and fair election. Every now and then our election has lashed out through rigging. In 1977, Martial Law has been implemented in the country due to copious and large scale strife by opposition parties against government in country. Again, the PTI entices third party to intervene. These are the result of malicious results of general elections. The seat of Chief Election Commissioner is usually filled with favouritism basis. Something is really amiss in this department too.

Moreover, astute leadership is sine qua non for institutional development and smooth running of state’s machinery. Since the death of Quaid-e-Azam, Pakistan is ruled by plutocrats and bureaucrats. Our power-hungry politicians are conducive of the mal-administration. Patrimonial politics is the paramount reason behind this quandary.

Every now then, human’s rights are violated in the name of terrorism, extremism, honour killing and target killing. Murdering is the order of the day. Shia kills Sunni and Sunni kills Shia. The dissent on beliefs is the basic anathema. The heart-rending story of two brother Ghulam Sarwar and Ghulam Qadir who were acquitted on the criminal charges levelled against them in 2002, after they have been sentence to death in Oct 2015.


Terrorism and suicide attacks embolden the Anti-State Organisation to rejuvenate. Personal and family revenge are taken through the name of terrorism. The lives of hundreds thousands are snatched though this game. The state of Pakistan suffered irreparable loss due to terrorism due to inept and myopic policies of government. We are dragged to someone other war. Since three decades we are paying the price of that mistake.

Furthermore, retaliation and revenge is norm of the day. Political figures, celebrities and businessmen have murdered are targeted. Famous Qawal Amjad Sabri has been shot dead in the holy month of Ramadan. Benazir Buttho has been assassinated in 2007. Since 2010, only in the city of Karachi, 3.6 murders taken place each day. Since 1994, Karachi only has lost 9,500 lives in ethno-political, sectarian, land mafia and target killing. Illiteracy, poverty, and hate-mongering are the paramount reasons behind these killing.

In addition, oil rich Saudi and Iran fighting their proxy-war in Pakistani soil. Saudi official backing Pakistan jihadist and Hanfi group to target Shia minority in Pakistan. Shrines become the new victims of such targets. Last month a shrine in the far-flung area of Baluchistan have been blown up, more than 70 people have been put to death. The nefarious extremism exacerbated is the production of Gen. Zia’s myopic policies. People were motivated for so-called Jihad. Curriculum has been designed and Jihadi elements have been inducted. No one is safe, they are been targeted in the name of race, sect, sex and belief.

Inveterate lack of meritocracy is in our system. There is serious amiss in our political system. Favouritism and nepotism is on large scale. In spite of efficient and talented candidates low graded and novice individuals are inducted. NTS is a flaw system, which cannot assesses or judges the ability of candidates and usually appointments of many key department are made through NTS. Written portion toppers are trounced in interview. FPSC is a supreme institution of the country, they have too certain flaws and shortcomings. The CSS examinations are also suffered through ages under this organization. The Chairman of FPSC lack required experience for post. The opposite cycle is repeating. Educationists are appointed as Chairman PCB and Cricketer as Chairman of FPSC.

Moreover, economy is breathing her last. FDI is disparately low. Pakistani markets are awash with mere Chinese goods. Business relations with three immediate neighbours are tense and deteriorated. Foreign Direct Investments are discouraged by insecurity. Our whole dependence is on foreign loans. Less people are in the taxation net. Energy crises are on full swing. The value of rupee is decreasing day by day. Our government pay no heed to improve the debacle status of economy.

Moreover, corruption is one of the profitable jobs in Pakistan. The revelations of the Panama Papers have unleashed a wide scale criticism against many countries, including Pakistan. This opposition scheduled a sit- in to block Islamabad to oust the Government of Nawaz on Nov 2. The case adjourned in the Supreme Court till the oath and charge of the next Chief Justice. Even anti-corruption institutions like NAB and FIA deeply are inflicted in the charges of corruption. Military are openly involved in rampant corruption and used it as a strategic tool to control some and set free others. NAB in time of Musharaf is the best example. Khaki is exempted from accountability. Currently, 40 billion PKR has been recovered from the then Financial Minister of Baluchistan.

Furthermore, poverty and administration have great nexus with each other. According to recent Pakistan first Multidimensional Poverty Index a big chunk of Pakistani population is living under extreme poverty. Poverty in Baluchistan is 71 per cent while in FATA is 73 per cent. The culture of looticracy is norm of the day. 50 per cent of wealth are owned by 2 per cent upper-upper class and the remaining 50 pc have owned by the 99pc bourgeoisie.

According to recent UN report, Pakistan is lagged behind, 50+ years in primary and 60 years in secondary education target. More than 5.6 million children are out of school. Pakistan Economic Survey 2015-16 stated literacy ratio 58 per cent, we are still lagged behind by UN Millennium Development Goals targets of 88 per cent, to be achieved till the end of 2015. Every succeeding government paid lip service to education. According to Alif Ailaan Report, Pakistan spends meagre amount of budget, 2 per cent on education. This year the volume allocated in Federal and Provincial Budget is 790 billion, which is 2.83 per cent of total GDP.

Similarly, woman has the inevitable part of man’s life. Unluckily, according to recent World Economic Forum’s Report Pakistan has the worse scorecard of gender inequality. The 143rd position out of 144 countries is really disgusting. Despite the MDGs set target, we are much behind other South Asian countries. Women have fewer economic, education as well as political opportunities as compare to their male counterparts. They are murdered, tortured, abused and harassed. There is no stringent law.

Moreover, food prices increasing day by day. According to Pakistan Bureau of Statistic, inflation increased in the month of September this year from 3.6 pc to 3.9 pc. Consumer Price Index (CPI) tracks prices of nearly 500 commodities every month. Price Control authorities at district and tehsil level are dysfunctional.

In addition, the genie of population is out of bottle. Pakistan Population Growth Rate (PGR) is 1.7 per cent, which means our population will be almost double in 2037. The bulge of youth is no wonder a burden on our frail economy. No efficacious measures are there to control the genie of population. More people mean more mouth to feed. The rapid population growth is no doubt an alarming situation for incumbent government. The excessively large population is a daunting challenge for many sectors. Two decades have been passed, but government functionaries still have missed the mark to conduct census.

As well as, health is concerned. The situation of poor and dismal health in the country paints a gloomy picture. A paltry budgetary allocation of less than 0.7 per cent is the classic example of dismal health in Pakistan. The private sector spending, four times more than public sector. The infant mortality is high. Diseases like TB, Polio, hepatitis and malnutrition are on high proportion. The poor have been left to their devices while the rich have built a comfortable world for themselves. The checked their blood pressure from the expensive hospital of London, while their poor subjects do not have the bus fare to visit another city for treatment.

Moreover, unemployment is one the big issue. More graduates are produced while fewer jobs are offered. The government have specific policies and proper planning to get rid of this daunting issue. Prime Minister’s Youth initiative is indeed a welcome but not the panacea of this issue. Nepotism, favouritism and lack meritocracy the toppling reasons of unemployment. Red-tapism and bureaucracy is another impediment.

Besides, law and order situation is deteriorating day by day. The law of jungle is prevalent in country. Poor and mediocre have fewer have no life security. Life security is one of the key responsibilities of government, but Pakistan has failed in the provision of this basic right. There is clear distinction between the law for Poor and rich. Poor are treated poorly, while rich have feed honey in prison.

Efficient bureaucracy plays pivotal role in social, economic and political development. British economy was on zenith due to efficient administration, which levied taxes on large scale. Government should take prompt measures to bride the horse of arrogant bureaucracy. In order to make the bureaucracy more efficient and active urgent Civil-Service Reform is the need of the day. Equal number of women should induct to police, in order to make the anti-sate activities in grip.

Similarly, anti-corruption institutions such as NAB and FIA should made more stringent as focussed in goal 16 of SDGs of UN. Drive against corruption and embezzlement must be across-the-board not on selective basis. Stern and tight action must be taken against all those who are involved in the charges of corruption whatever they are in government or in opposition. Free hands should give to anti-corruption institutions.

Apart from the above, increase in salaries and wages must be visible. Basic life necessities must for all not only for privileged class. Law and order situation can be improved through stringent action against ‘Good Taliban’ and ‘Taliban’. Another to this, gender equality must be ensure through proper planning and creation more and equal job opportunities for both gender. Madressah reforms are the need of the day. According to Qazi Isa Report on Queeta’s carnage some serious points are still amiss in the NAP and madressha reform is one of them.

In conclusion, we have to long way to go, in order to achieve the better administration system in Pakistan. Luckily, we have considerable amount of natural and human resources, but the proper management is utmost important. Good governance can be better achieved through loyalty and honesty with own chair. No doubt, the darkest and sombre night will end, and the sun will rise again.
