Quaid-e-azam mohammad ali Jinnah said,

it is a crime against humanity that our women are shut down in four walls of houses as prisoners”


Women are an integral part of the society. there role in nation building cannot be undermined. despite the fact that islam endorses equal rights to women, the picture presents a different scenario in Pakistan. multifarious reasons have contributed to the present dismal condition of women in Pakistan, the principle factors being illiteracy, poverty, unemployment, lack of participation in political culture and the prevailing customs. world statistics, be it gender empowerment index or gender discrimination index also highlight the gender bias prevalent in the country. Now is the time that government should address the issues of the fair sex and redress their grievances through social awareness, education and media.

Pakistan has a male-dominated society with a centuries old explotative feudal system still in practice. The feudal lords act are the opinion leaders to the common mass and are considered the final judge in all matters. These feudals try to keep old traditions alive and this includes suppressing and oppressing women and denying them the right and opinion.this ensures that no opposition is raised against them.

The old practices of sawara and vani are still prevalent in Pakistan. in such ignoble practices, women are treated as a compensation for the acts of wrongdoing committed by any member of their family against the victim family. under the umbrella of such customs, girls as young as 10 or 12 years are married off to men as aged as 80 or even older.

Dowry is ,yet, another despicable practice followed in Pakistan.there is hardly any family in the country where this practice is not exercised. although, islam has propagated simplicity and has placed the economic burden on the groom’s family in form of mehr, still this exrercise is in vague. the families of brides are overburdened with demands of cash or expensive commodities. This practice has resulted in the general perception of female child as a burden over her family. every now and then, there are news in the dailies or electronic media where women are tortured for not bringing sufficent dowry

In addition to the social and cultural factors, law of the land too has been discriminatory towards women. Ordinances such as huddod ordinance enacted in 1979 have completely stifled the rights of women by equating rape with adultery. A large number of the women prisoners today are charged under hudood ordinance. families of the victims have used the law to their advantage to punish any woman who refuses to yield to their pressure. another nail to the coffin was hammered by the introduction of law of evidence which reduced the status of female witnesses in financial agreements.

Pakistan is declared to be an Islamic country in the constitution, however, the country has mutilated the very spirit of islam. The religion of peace provides equal rights to both the sexes. In islam, women are granted the right to expression, to earn livelihood, to refuse an undesirable husband, to acquire education and the right to appreciation on achievements. on the contrary, some hardcore “islamists” are bent on denying the right to better living for women. this is the primary reason why Taliban are bombing schools in swat and malakand division as they consider it unislamic for women to cross the boundary of their houses.they believe such women will become “party girls” and can no longer assume the role of a “homemaker woman”

Some ignorant and sadistic maulvis encourage muslim men to suppress women and to treat them harshly or else they might go astray. they even justify domestic violence by misinterpreting Quranic verses. islam is a peace-loving religion which promotes tolerance, love and peace. It is mentioned in hadith,

a muslim is one from whose, hand and tongue other muslims are safe.”

Nevertheless, such maulvis believe that a men can assert their superiority over women by maltreating her.

Women, in Pakistan make up nearly half the population. but, the fact is that they are denied access to resources such as education, medical care, medicines, jobs, law. due to their inability to utilize such basic resources, their status has been denigrated. they remain dependent on their male members, fathers, brothers, sons and husbands for the satisfaction of their needs, who in turn exploit them and their rights.

Health indicators of Pakistan present a very gloomy picture. more than half the women are anemic. Female child mortality rate is much higher than the male child mortality. Maternal mortality rate is still high. One woman in 40 women dies of women related complications. early girl marriages, successive child births, loss of control on own body, and inter familial food distribution have resulted in the present situation.

Education is the right of every human being. but in Pakistan, this priviledge is provided only to the male members. the ratio of female to male primary schools is 4 to 10.the rate of literacy in women is much lower( 36%) than that of men (64%).such illiterate women are easily exploited and their rights including the right to free choice in marriage ,or inheritance or health facility are easily forfeited.

As the Chinese saying goes “women hold up half the sky”, women in Pakistan seem to be holding up the whole sky. Pakistan has inherited the menace of poverty since her inception. but the burden of poverty has fallen more on women than on man. they are refused basic necessities on the pretext of absence of sufficient money. what to speak of social needs like love, belongingness, respect, self esteem, such women are even denied basic provision of food, medicine, clean water, sanitary conditions etc.

Woman is a full circle-in her is the power to create, nurture and transform”. alas, the fact is not recognized in pakistan, where her labour is under estimated and considered lowly than the male labour. this is the foremost reason for the denial of jobs to many women. even the few women that work are not provided accessory facilities such as nursing homes, accommodation, transport.

Women’s participation in Pakistani politics has been minimal in the 60 years of its life. in 1990,there were 10% reserved seats for women in parliment and 5% in provincial assembly. this managed to encourage some women into politics. the few that entered the government bodies had either inherited the constituencies from their forefathers or had ingratiated themselves to the ruler of time. even the election of a woman prime minister in 1988-1993 made little difference in the political arena. Removal of the reserved seats in favour of open merit has reduced the number of women politicians to a handful.

Ever since her inception, many governments time and again have tried to pass laws aimed at the betterment of the women. nonetheless, nothing proved fruitful. Most of the times, governments, overburdened with other issues like terrorism, poverty, foreign relations have been unable to pay the much needed attention.

In the gender empowerment index, Pakistan was rated as 152 out of 156 countries and in the gender bias index, Pakistan‘s number was 82 out of 93. Such figures sketch the exact scenario prevalent in Pakistan. Recently, international community has criticised Pakistan for the ill-treatment and biased attitude towards women. In 2011, it was ranked as the third most dangerous place for women

Although anti sexual harassment act has been active since may 2011, it has played little role in ameliorating the situation. women, still resign in huge number due to the persistent demands of sexual favours at work. rape is the most horrific psychological and physical crime committed against the woman. in pakistan , such cases are grossly unreported and hidden for the fear of “loss of honour” by the victim’s family.

Another brutal atrocity committed against women is named “honour killing”. The evil doers justify their devilish act by including it in the fold of islam. the fact is, islam does not encourage such acts of violence against anyone, including women. Quran has clearly mentioned

do not aggress-ALLAH is not with the aggressors “
and at another place
do not slay the life of one which ALLAH has made sacred, except by trial of court”.

Pakistan has been severly reprimanded for permitting such violent acts against women.

A comparatively, common and widespread torture against women is acid throwing. World acknowledges it to be the worst of acts against any human. There may be multiple reasons for such an act, refusal of proposal, insufficient dowry, refusal to yield to in-laws pressure, easy access to acid etc. but it has largely been encouraged by the fact that perpetrators go scot-free.

The news of bride burning is not a new thing , nowadays. It is usually reported that due to stove mal function, they get burned and die. Facts are coveted. It is believed in most of the cases such incidents are preplanned and not accidental. Again the causes are many, but the most prominent is the failure of bride’s family to satisfy the monetary needs of groom’s family.

Women are crucial to nation building, as is normally acknowledged in the maxim “ behind every successful man is the hand of a woman”. however, this fact is not normally recognized and women not paid due respect. It is high time that government should try to raise the status of the fair sex. It should be accepted that women, too, are a stakeholder in nation building.

The most important step that the government should take is to create social awareness among the public. It is important that people should shed centuries old fixation of women’s role as a home maker. they should encourage women’s participation in all the spheres and sectors, finance, business, legislation, medicine, construction etc.

Pakistan is going through worst financial crises. obstructing a larger part of the society from actively participating in the national development and financial sector will make matters worse. With ever increasing prices and inflation, women should be permitted and encouraged to contribute in whatever way to contribute to the national exchequer.

Education is the panacea to the prevalent condition of women. It is rightly said that an educating a man is educating an individual, while educating a woman is the education of the entire family. educated, healthy, and independent women can transform the society and put an end to the sufferings of other women. such women can groom the personalities of their children along proper lines and help in eradicating many prevalent ills. These women can also spread the light of knowledge to other females and help them to acquire highly paid jobs and contribute to the national exchequer.

Religious institutions can also play a conducive role in the betterment of the women in the society. The maluvis and religious leaders often have access to the grass root level of the society. therefore, seminars, symposiums and conferences should be convened for these religious leaders, where efforts should be made to inculcate image of a confident, independent and educated women in the society .such leaders should also be asked to endorse positive attitude towards women in their Friday sermons.

Women’s participation in political culture, too, is of utmost importance. Women in parliament national, and provincial assemblies can divert the attention of the world towards their sufferings. in addition, such women can also play an important role in preventing ordinances that are detrimental to their sex.

Media, is considered to be the fourth pillar of state. Nowadays, its importance cannot be ignored. According to a circle of the society, media is as important as economy. If the government is really sincere in mitigating the sufferings of women, media can be used as a potent weapon. Newspapers, radio, electronic media and social media all can be used to promote a positive image of women.

To conclude with, Pakistan still follows centuries old customs and values aimed at the assertion of male character by suppressing and oppressing women. women in Pakistan are in a deplorable condition. They are refused basic amenities of life such as education, health facilities, transport, maternal health care etc. even in legal issues, employment, control over their own rights are merely an illusion. In rural areas, matters are even worse where their plight is not better than that of any animal. all such actions are later on justified either in the light of their “islam” and decades old traditions and customs. All is not black and white. now awareness is spreading of the importance of women. slowly and gradually “ the cult of household women” is disappearing and women are walking side by side with men in all the sectors of the society.

qurban i have seen your outline.it covers all important topics .i would suggest that you should right an essay rather than just an outline. english will improve from the essay not simple outline. commenting on the outline, you should reorder it with priority given to mother,then wife and then daughter. moreover, how will you explain right of getting separate home/ or the right to vote?.will they be separate paragraphs for each subheading you have mentioned?. particulary,the heading about rights of women in other religions is very impressive.

Well safdafnoorelahi i am agree with you in that english will be imporve while writting the Essay, but main ingredient of the Esay are three things. 1. outline which lead you to write the relevant and demanded material in the essay. so well-organized outline is the heart of the Essay. Does Pakistan society regard woman as the angel in the house or source of all evils?

Can women be equal to men in Pakistan?

under these topics,i would write the same essay.
kindly check it with reference to both topics.

now coming to your view point,i agree outlne,intro and conclusion are the most important parts of an essay but i think one should also pay attention to writing proper english as well.any ways i like writing may be that's why i am biased on it.

now about your outline, no dear you don't have to mention it with reference to pakistan,but its up to you if you give a heading dealing with present condition of women in muslim countries with reference to prohibition of driving in saudia arabia etc.but that's your own choice.

just a tip qurban,i think you have a poor english. you should try focusing on it.hopefully that won't offend you. it's judaism and christanity not judaism civilization and christanity civilzation.

Although anti sexual harassment act has been active since may 2011, it has played little role in ameliorating the situation. women, still resign in huge number due to the persistent demands of sexual favours at work. rape is the most horrific psychological and physical crime committed against the woman. in pakistan , such cases are grossly unreported and hidden for the fear of “loss of honour” by the victim’s family.

Another brutal atrocity committed against women is named “honour killing”. The evil doers justify their devilish act by including it in the fold of islam. the fact is, islam does not encourage such acts of violence against anyone, including women. Quran has clearly mentioned

do not aggress-ALLAH is not with the aggressors “
and at another place
do not slay the life of one which ALLAH has made sacred, except by trial of court”.

Pakistan has been severly reprimanded for permitting such violent acts against women.

A comparatively, common and widespread torture against women is acid throwing. World acknowledges it to be the worst of acts against any human. There may be multiple reasons for such an act, refusal of proposal, insufficient dowry, refusal to yield to in-laws pressure, easy access to acid etc. but it has largely been encouraged by the fact that perpetrators go scot-free.

The news of bride burning is not a new thing , nowadays. It is usually reported that due to stove mal function, they get burned and die. Facts are coveted. It is believed in most of the cases such incidents are preplanned and not accidental. Again the causes are many, but the most prominent is the failure of bride’s family to satisfy the monetary needs of groom’s family.

Women are crucial to nation building, as is normally acknowledged in the maxim “ behind every successful man is the hand of a woman”. however, this fact is not normally recognized and women not paid due respect. It is high time that government should try to raise the status of the fair sex. It should be accepted that women, too, are a stakeholder in nation building.

The most important step that the government should take is to create social awareness among the public. It is important that people should shed centuries old fixation of women’s role as a home maker. they should encourage women’s participation in all the spheres and sectors, finance, business, legislation, medicine, construction etc.

Pakistan is going through worst financial crises. obstructing a larger part of the society from actively participating in the national development and financial sector will make matters worse. With ever increasing prices and inflation, women should be permitted and encouraged to contribute in whatever way to contribute to the national exchequer.

Education is the panacea to the prevalent condition of women. It is rightly said that an educating a man is educating an individual, while educating a woman is the education of the entire family. educated, healthy, and independent women can transform the society and put an end to the sufferings of other women. such women can groom the personalities of their children along proper lines and help in eradicating many prevalent ills. These women can also spread the light of knowledge to other females and help them to acquire highly paid jobs and contribute to the national exchequer.

Religious institutions can also play a conducive role in the betterment of the women in the society. The maluvis and religious leaders often have access to the grass root level of the society. therefore, seminars, symposiums and conferences should be convened for these religious leaders, where efforts should be made to inculcate image of a confident, independent and educated women in the society .such leaders should also be asked to endorse positive attitude towards women in their Friday sermons.

Women’s participation in political culture, too, is of utmost importance. Women in parliament national, and provincial assemblies can divert the attention of the world towards their sufferings. in addition, such women can also play an important role in preventing ordinances that are detrimental to their sex.

Media, is considered to be the fourth pillar of state. Nowadays, its importance cannot be ignored. According to a circle of the society, media is as important as economy. If the government is really sincere in mitigating the sufferings of women, media can be used as a potent weapon. Newspapers, radio, electronic media and social media all can be used to promote a positive image of women.

To conclude with, Pakistan still follows centuries old customs and values aimed at the assertion of male character by suppressing and oppressing women. women in Pakistan are in a deplorable condition. They are refused basic amenities of life such as education, health facilities, transport, maternal health care etc. even in legal issues, employment, control over their own rights are merely an illusion. In rural areas, matters are even worse where their plight is not better than that of any animal. all such actions are later on justified either in the light of their “islam” and decades old traditions and customs. All is not black and white. now awareness is spreading of the importance of women. slowly and gradually “ the cult of household women” is disappearing and women are walking side by side with men in all the sectors of the society.

qurban i have seen your outline.it covers all important topics .i would suggest that you should right an essay rather than just an outline. english will improve from the essay not simple outline. commenting on the outline, you should reorder it with priority given to mother,then wife and then daughter. moreover, how will you explain right of getting separate home/ or the right to vote?.will they be separate paragraphs for each subheading you have mentioned?. particulary,the heading about rights of women in other religions is very impressive.

At the end i encourage you efforts of attempting Essay. overall you approach is encouragable but the introduction somewhat was laking in introducing the subject of Essay. you must have "thesis statement" to prove your introduction. another thing examples for proving your argument were missing. but you can contradict with my suggestions and opinions your's critcism are most welcome

Islam is a religion of peace, tolerance and forbearance. It enjoins its adherents to abide the lofty principles and to abstain from committing aggression and violence. The religion of peace entails rights to all living beings and specifically all human beings, muslims or non muslims. It is a mere travesty of reality that islam, today, has been portrayed as an agent instigating muslims to commit acts of violence against non-muslims. On the contrary, islam has granted them rights similar to those of muslims in an Islamic state. There is no doubt, that islam has restricted the non-muslims in certain matters, but that too, is not to discriminate against them rather, they are introduced in the best interest of the majority muslims.

The word minority is not acceptable in Islamic jurisprudence as the term was never used by the muslim scholars. This term came into use, much later, by the introduction of nationalism. The “ism” was aimed at the division of humans on the basis of race, colour, ethnicity, geographical location, linguistics and even religion. Therefore the term “minority” was introduced to indicate a group opposite to the wider “majority”. In islam, the term dhimmah is used for the non-muslim minorities.

Muslim jurists have classified the non-muslims into two types- ahlal bait and mushriq. The minorities residing within the confines of an Islamic state into dhimmas, muahid and mustamin. The term mustamin is used for the non-muslims who visit an Islamic state for some time and have permision of temporary stay only. Mu’ahid are the non-muslim individuals who have entered into some sort of a contract, pact or agreement with the muslims. Dhimmas are the non-muslim minorities who live in an Islamic state and pay jizya.

Islam has ensured many rights and privildges to the non-muslim minorities. Perhaps, the right that is most significant is the liberty of belief. This right has been granted to them by ALLAH himself :

“ there is no compulsion in religion. No doubt, the virtous path has become clear from the erring..” surah al-baqarah

Islam acknowledges the rights of non-muslims to practice their faith. This means that a non-muslim cannot be criticized over his creed in any way. Similarly, minorities also reserve the right to practice their rituals and rites within the confines of their places of worship and homes. In addition, they also have the right to protect themselves against religious discrimination. Islam does not encourages the muslims to use force or coercive measures to propagate their faith. It is mentioned in the sacrad QURAN

“ O Prophet! Invite mankind to the way of ALLAH in a way through fair preaching and argue with them in a way that is better”.


This was also expressed by the holy prophet in his letter to the people of yemen in the following words:


and the one among the jews and the christain who becomes muslim, becomes one of them, enjoying similar rights and those of the jewish and christains who remain so. do not force them to abandon their religion”



once a christain delegation came to visit holy prophet (P.B.U.H) from habsha. Holy prophet (P.B.U.H) made arrangements for them to stay at masjid-i-nabvi and extended hospitality to them. He said
“ these are dignified men, hence, they are treated in a respectable way”

At conquest of makkah, when holy prophet (P.B.U.H) and his troops were victorious in the battle . He ordered his muslim troops not to kill innocent men, women and children and announced general amnesty for all and did not force them to give up their religion. The non-muslims were so pleased with the attitude that they entered the fold of islam in flocks.


Islam has ensured the protection of the life and honour of non-muslims. They also enjoy the right to permanent settlement in an Islamic state. Holy prophet (P.B.U.H) said

“ whoever kills a dhimmi, will not smell the paradise”

This protection is not only aimed at defending a non-muslim from physical injur only. In fact, it implies that, a non muslim minority should not be a target of back biting and slandar for any unjust reason. Just as it is morally wrong to speak ill of a muslim brother without any valid reason, so is it wrong to backbite against a non-muslim minority.

Muslims are ordained by ALLAH and his apostle (Holy prophet), against commitment of injustice to a non-muslim minority. Holy prophet ( p.b.u.h) said ,
whoever wrongs a contracting man, diminishes his rights, forces him to work beyond his capacity and takes away his thing without his consent, I shall plead for him on the day of judgement”



The life of holy prophet (p.b.u.h) has many such examples where he abstained from commitment of injustice against the non-muslim minorities such as the incident of the killing of abu Abdullah ansari at Khyber. It was expected that one of the jews had killed him. However, there was no evidence to support the accusation. Therefore, holy prophet (P.B.U.H) did not punish the jews and only asked them to make an oath.

Once a man was brought to the court of hazrat ali, the fourth caliph. The man had killed a non-muslim. All evidences supported the accusation. The caliph ordered that the muslim man be killed by way of qisas. At the point, the brothers of the murderer intervened and offered blood money to the brother of the killed and convinced him to pardon the murderer. When caliph ali heard of it, he called up the relative of the murdered man and asked him if he had been forced to pardon. The man replied, that since killing would not bring back his brother and, that the money offered to him would be beneficial to the family of the murdered man so he had forgiven the murdered. Caliph ali supported his decision and announced,

“ the blood of a non-muslim brother is like our blood and his blood money is our blood money”.



Non-muslim minorities also enjoy the right to privacy in their personal matters. No one is allowed to enter their homes or interfere in their matters without their permission. The right is granted to them based on the assumption that they are human beings and are entitled to the right of confidentiality regarding their issues.

Islam also assures the protection of the funds of non-muslim minorities. Muslims have been forbidden from taking or seizing their funds through theft, usurpation or commitment of injustice. This was also illustrated by the holy prophet (p.b.u.h) in his treatment extended to the people of najran,

“ the people of najran and surrounding areas are under the protection of ALLAH and his apostle, their funds, religion, trade and everything small or big will remain safe”


Islam has guaranteed the protection of political rights for the non-muslim minorities. This includes the right to express views, to dissent, right to vote and the right to political representation. No muslim has the right to curb the political liberties granted to the non-muslim minorities. However, non- muslims, too are forbidden from collusion with enemies.

Non-muslim minorities enjoy the priviledge of being judged according to their respective civil laws relating to marriage, inheritance and eating. Islamic history is full of examples where different faith communities adjudged according to their respective religious systems. Minorities are entitled to the right to set up courts for governing their civil laws and for acts considered sins in their religion.

Once, some jews in madinah were considering punishment for a man accused of commiting adultery, they approached holy prophet for advice. Holy prophet asked them to provide him a copy of torah and asked them to read out the respective chapter. The punishment was awarded in light of the jewish laws.

On another occasion, a christain delegation came to visit holy prophet (p.b.u.h). holy prophet (p.b.u.h) made them stay at masjid-i-nabvi and even permitted them to worship their according to their faith. They did so, as graciously as they were permitted.

Umar bin abdul aziz, a muslim caliph found it hard to allow the non-muslims to practice their beliefs. He refered the matter to imam basri and asked him,
“ how is it that the wisely guarded caliphs left non-muslims as they are marrying close relatives, eating pork and drinking wine”.

imam basri replied,

“ this is because they paid jizya that they should be left to practice what they believe in and you follow Islamic principles, and do not invent new things”.



Minorities are at liberty to adopt any reasonable and decent profession to earn livelihood. However, they are barred from working in political offices. This is not to discriminate against them, rather, it is aimed at the best interest of the wider muslim-majority.

Islam ensures the fortification and security of the non-muslim minorities. They are under no obligation to serve in the defence of the country. Nevertheless, this service is to be compensated by the payment of jizya. Even islam has laid down certain guiding principles for the collection of jizya. If the non-muslim minorities participate with the muslims in military service then they are not obliged to pay jizya. Similarly, if the country fails to protect the basic and civil rights of the minorities, jizya should be returned.

Like the muslims, non-muslim minority is also entitled to a share in baitul mal if they fulfil the criteria i.e poor, disable and old. Abu ubayd narrated in his book that holy prophet(p.b.u.h) paid a jewish family from baitul maal and the practice continued even after the sad demise of the prophet(p.b.u.h). once, umar bin abdul aziz was on his way to Syria, when he passed by some christain lepers. He summoned his men and asked them that the christains should be provided from zakah and ensured monetary assistance on sustained basis.

Islam has granted rights to the non-minorities, not enjoyed by any minority community in any part of the world. But as barnard shaw rightly said “ liberty means responsibility, that’s why most men dread it”. Non-muslim minorities do not enjoy absolute rights. They are forbidden from speaking malicious or acting in vile manner against, islam, ALLAH or his prophet. Similarly, they are refrained from approaching a muslim woman for zinah or even marriage. They are required. At the same time, if a clash of interest is found between islam and the minorities’s religion, islam law is given preference. For e.g non-muslims are not permitted to preach their religion in an Islamic law, though they consider it an obligation to do so. Islam also enjoins non-muslims to wear a zunnar indicating their faith.

Ergo, it may be concluded that islam has granted non-muslims all the necessary liberties. They are ensured protection of life, privacy, honour, political rights, social rights and even religious rights. Quran and sunnah , the primary sources of Islamic law, time and again have enjoined the adherents to adopt a moderate and fair attitude towards non-muslims. They are commanded to base their relationship on tolerance, justice, honesty and respect .On the other hand, non-muslims are also required to reciprocate the sentiments by abstaining from indulging in anti-islamic propaganda and paying jizya religiously. All those who malign islam by calling it parochial in vision and a religion of fanaticism, extremism and militancy are, basically, those who are prohibited from indulging in unruly behaviour.

Your introduction as per me includes a lot of grammatical mistakes and failed to connect the sentences with on and another. your outline is not according to standard of the general outline of Essay. It is my suggestion dear please enhance your written expression and reviews the outline of different essays and follow the rules of outline. Good governance is to manage the resources of a country in a manner which is impartial and transparent. It has the ability to lift any nation from the depths to the zenith of civilization. Among the comity of the nations, a country is respected and revered only if it has a sound governance system. Clash of institutions, crises of federation, weakness of judiciary and last but not the least moral corruption of politicians has not allowed good governance from developing roots in pakistan. The of lack of which has spawned myriad of problems, absence of justice, breaches in law and order, stunted economic development and adverse social effects. It is imperative for the government to identify the crises in governance and enact proper steps for its rectification.

Governance is defined as the manner in which social, economic resources of a country are managed. It is the process of decision making by the government and the implementation or non-implementation of the decisions in the public affairs, management of resources and overall good governance therefore may be defined as the proper management of resources in a manner that is fair, equitable and judicious.

Good governance ensures equal participation of both sexes, male and females in matters of national interest. This participation may be direct or indirect through representatives. This entailes the right of free expression and association on one hand and participation of organized civil society on the other. This right of participation is granted to all the sections of the society including the minorities to prevent any injustice. in a country where good governance reigns, transparency prevails at all levels. Individuals have an easy access to information which affects them. All the institutions operating are effective and efficient and strive to ensure speedy service to the stakeholders. Consequently, the chances of clash of institution are diminished. In countries where there is good governance, no one is above law. Everyone and anyone is accountable for his wrongdoings. This minimizes the chances of violation of law. A satisfied, prosperous and peaceful society prevails. As a consequence, political institutions operate reasonably and writ of the state is strengthened. As mentioned by a great philosopher,

“ we are accountable not only for what we do, but also for what we don’t do”

Pakistan was born with a hole in heart. it inherited myriad of problems. these included division of assets, refugee problem, administrative issues, water crises etc. to top it all, the untimely death of quaid-e-azam mohammad ali Jinnah, only a year after independence aggravated the already dismal situation. The founder of the country was himself aware that his fellowmen were lacking political sagacity and leadership skills and called them to be “bad coins of my pocket”. no leader in the past six decades has been able to fill into his shoes. this created political vacuum and allowed poor governance to flourish.

A prerequisite of good governance is the absence of clash among instituitions. Unlikely, Pakistan is going through a critical period where the conflict of interest between institutions disrupts social harmony. This has spawned a number of other troubles.

Crises of federation has hampered the development of good governance. There is a lack of integration and cooperation between the federating units and the centre. Often, provinces blame the centre for unfair distribution of resources. Not only provinces, but even districts also complain of unjust treatment in the division of resources. The demand of new provinces was an outgrowth of this issue.

Absence of independent judiciary has prevented good governance from prevailing in the country. judiciary is an important pillar of a state and its sole responsibility is to administer timely justice. However, in Pakistan, historically judiciary has been a puppet in the hands of the rulers. In rare occasions, when it refused to yield, it was deposed. Such a situation does not allow governance to operate sensibly.

Frequent military interventions have hampered democracy from developing roots in the country. Martial law was imposed four times and covered more than half of the lifespan of the country. Army with the reputation of being a savior or messiah intervened to set things right. Alas, they left making situation even worse.

Political leaders are much to be blamed for with respect to the absence of good governance. These leaders have not been sincere to the democratic norms and have only pursued their vested interests in the garb of politics. The failure of political leaders has been the root cause of the dismal situation of governance.

Lack of good governance has led to the absence of accountability. Influential people think they can get away with anything and do not hesitate a moment in indulging in heinous crimes. This high-handedness has created a general notion that people are not accountable to anyone, least of all law enforcement agencies.
As ishrat hussain rightly said,
“you can run away from responsibility but you cannot run away from the results of running away from the responsibility”


Absence of accountability has caused corruption to become widespread. The issue has risen to an extent where all individuals from high ranking officials to clerical officers are entangled in the web of corruption. Everyone demands his palm to be greased even for a minor task such as carrying a file from a room to another or even from a desk to another. Pakistan stands 34th in the list of most corrupt countries according to international sources. Transaction costs have escalated. Consequently, public investments have declined and more developmental projects have not been laid.

As a result of rampant corruption, even funds allocated for education, new developmental projects, health sector are diverted from their rightful place into the pockets of the elite. The literacy rate of Pakistan is even less than 50%, indicating that a majority of the citizens cannot read or write. Such individuals are a weigh down upon the economy as they cannot contribute to the GDP in a meaningful manner. These illiterate individuals bear more children leading to overpopulation and adding a burden to already debilitating economy.

Owing to the poor governance, judiciary has failed to dispense timely justice. This has added to the powerlessness of the poor. Justice delayed is justice denied. This notion has often caused general citizens to take law in their own hands to settle a score. As a result, law and order cannot be maintained.

Frequent breaches in law are common. People violate law due to the weakness of governance. Researches conducted have shown that the ratio of violence against women has increased in the past couple of years. Many such incidents go unreported, due to lack of trust on law enforcement agencies. Similar acid throwing, bride burning incidents, too have increased. Thefts, burglaries have also become manifold due to the absence of good governance.

Economic development of a country is interrelated with the law and order situation. The precarious law and order situation has deterred foreign investors. The already fragile economy is on the brink of bankruptcy. All the sources of revenue generation, agriculture, industry, tourism, etc have suffered due to the prevailing law and order instability. Swat was once a popular tourist destination and also directed the attention of foreign investors to Pakistan. Alas, in recent times the hotel industry of swat has suffered losses in million owing to the terrorist activities.

Poor economic development of the country coupled with extravagant spending of the government has turned the situation from bad to worse. All the successive governments, military or civilians have attempted to make bigger and bigger administrative units by spending millions and even billions. All this was done in an attempt to assuage political parties and to extend their tenure.

Pakistan is an agricultural country, with 65% of the population depending on the sector directly or indirectly. Despite the fact, Pakistan is experiencing food crises of the worst kind. This owes to the poor governance of the government, which has failed to enact proper steps to avert the situation. even a basic necessity, such as grain seems to be beyond the reach of a poor citizen. Not only food crises, but even the imminent water crises are also a result of poor policies of the ruling governments. According to the senior minister of Pakistan the water crises of Pakistan are of serious nature and can turn the country into a desert.

Poor governance is the root cause of the menace of energy crises. The economy of Pakistan is agro-based, so its energy consumption is already little compared to developed countries. Still, the absence of proper policies by the government has worsened the situation.

Absence of good governance has also affected the taxation system of the country. Direct taxes are much more than the indirect taxes. Additional taxes are imposed on poor citizens while the rich go scot-free. Tax evasion is a common phenomenon. The standard of living is deteriorating in Pakistan due to the heavy burden of taxation.

Ishrat hussain, the former governor of state bank wrote a book “seven pillars of good governance”. In his book he mentioned that the crises of governance can be overcome if one accepts the presence of corruption in the society and attempts to minimize it. He also suggested that instead of inaugurating new institutions and organizations with pomp and show, efforts must be taken to revitalize existing instituitions. Moreover, efforts must be undertaken for bringing perpetrators to book. the practice should be done on regular basis, to discourage others from following the likewise.

Certain measures should be enacted to ensure good governance
• Balance between the institutions, most notably, executive, judiciary, legislature and media
Should be ensured
• Efforts should be undertaken to prevent any province from stepping over the rights of another.
• Organizations and institutions should operate independently and not bow down to the pressure of the influential class
• Government must enact steps considering the consensus of opinion
• At the same time, rights of the minorities and vulnerable section of the society should not be violated
• The ruling class should be sincere to the welfare of general public.
• Taxation system should be revised and tax evasion hindered at all cost.
• Law enforcement agencies should be given incentives to enhance their efficiency
• Bureaucrats, ministers and high ranking officials should cut their coat according to the cloth i.e manage their resources judiciously.
• Political system of the country should be strengthened and it should not offer any chance to the military men to intervene.
• Resources of the country should be distributed amongst the provinces in view of their population and their contributions.

Good governance is very important for the development of any society along the modern democratic norms. The absence of good governance has the ability to drag any country into the mire of poverty, illiteracy, corruption, and economic crises. Developed countries have identified good governance as the key for economic and social prosperity and have stressed upon it. unlikely for Pakistan, the tug-of war between civil and military governments, the superficiality of politicians and the on and off complaints of provinces have diverted attention from the core issue of governance. However, all is not gone. All that is needed is sincerity of politicians, commitment of officials , patience and tolerance from the citizens.
