Good effort. You may like to add a heading about role of Higher Education Commission for promoting higher education in Pakistan.

It seems from point 4-6 that privitizing higher education is a new concept, however, private HE institutions are working in the country since 1980s. Some of them are working towards betterment of higher education while others just degraded quality of education. You may like to refer this aspect as well.
