Default Out of Syllabus Paper
Wasn't the General Science and Ability paper of 2016 out of syllabus? Most of its content were not related to the actual syllabus given by the Commission.

Which question was out of syllabus? I don't think paper was out of course. Each question you can find in syllabus

In css, the syllabus is just symbolic and there are no hard and fast rules that paper would be set in accordance from syllabus. So you can get some idea about the structure of paper from the syllabus but can not expect entire paper to be set from syllabus. In past, lot of papers have been set in this manner specially islamiat and english papers. So no one can claim this stance to fpsc
