Unhappy Legitimacy of Suicide Attacks?

So I have looking through Islamiat these days and this questions comes up. "Suggest the legitimacy of these attack".

How can I possibly take an affirmative stance on this issue. I think this is a trick question. I mean I understand that "One man's terrorist is another man's freedom fighter.", but I think defending suicide attacks would be treading on dangerous ground.

2009: Suicidal and valiant attacks have become a routine. What is the difference between the two? Suggest reasons for the legitimacy of these attack.

Please, any ideas on how to attempt this questions and what stance to take?
