should I study these problems of other countries ??
regarding strategies, can we suggest our point of view or just govt. approach ??

No you do need to learn problems of other countries.
Focus on Pakistan. Elaborate the contributing factors of the given problem prevailing in Pakistan and Give solutions for them. However you can mention different facts and figures or international reports in order to describe your cause. There is nothing like government approach and ours. Write down the valid facts. Do not criticize the government policies by using personal approach. Point out flaws in government policies and write down methods to make them right. I hope my answer will help you. It is better to draw outline yourself and post here. Someone will check and It will be easier for you. Good Luck !
