I dont have much time these days to write an Essay or Article about this, but I'll just give you a rough sketch of ideas and outlines.

First of all the culture of Pakistan is influenced by too many outer cultures.
Middle Asian culture influenced it from north western borders, same way you can count all, Afghan, Iran, Arab, Islamic sects. The Indian factors. The migration factor. Its blend of so many cultures, and hence it caused problem for integration of people in one nation.
We can take example of India where there are too many influences but in India's case the prominent factor is only one and that is Indian in Pak's case there are too many all prominent for one base or the other. Baloch for land area, Pathans for scattered population and Water resources, Sindhi's because of Karachi (economic hub) and punjabi's for population, Agriculture and trade and jobs and many other factors.

The sects of Islam is another main factor.

When Pakistan was created its base of unity was and in fact is Islam but unfortunately this was ignored somehow intentionally or intentionally. Thus we lost the only binding force of so many contrasting cultures and people.
Apart from not using Islam to unite people in one nation, There have been many wrong acts of governments of not taking into confidence in all there ethnically different people, which added further misery.

We Pakistani mostly have everything different in different parts of the country, like our eating habit, style of living, behaviour. social norms, dressing, celebrations, festivals, languages, in short you'll find difference in each and every thing. There was nothing to bring unity but the adherence to our base (Islam) and the good policies of government.

We can take America with the most distinctive ethnic and cultural diversity and they are united But their government is sincere And also there's reasonable autonomy to states. And also they officially decide we have nothing to do with you religion.

But in Pakistan We say officially that Islam is our base but practically don't use it for uniting the people.

Although there have been some good signs of sense of a nation like we are observing some common things in different parts of the country, there are common ways of celebrating festivals but only in urban parts and still much has to be done.
The irony is we cant even celebrate our Eid on one day.

Very important issue indeed !
Culture is based on a language and u can see that the speakers of a particular language share the same culture. In this way, we have as many distinct cultures in pakistan as many the languages we have. Major languages spoken in Pakistan are Punjabi, Sindhi, Pushtu and Baluchi.
But u will find one thing common in all these people, i.e. that they also speak and understand one common language, and that is Urdu. It means that a common culture is emerging of the mix of these four regional cultures and that is Pakistani Culture. Not only Urdu is the binding force of this pakistani culture, but many other common things (material/non-material) that are shared by all from Khyber to Karachi. Look the dress we wear, the food we consume, the entertainment we indulge in, the games we play, and many many more things we have in common.
Briefly, we can say pakistani culture is there and composed of several other regional cultures. This age of information techonolgy has accelerated the process of acculturtion and now we see the new generation of pakistan has a common PAKISTANI CULTURE with less influence of regional cultures on it. This is a very welcome sign from the point of view of National Integeration and soliderity of the nation.
