I rechecked it. It contains all the study areas. There's nothing missing in it. This is in fact a typographical error. You will see Two Study Areas numbered in Roman as 'VIII'. So if you overwrite it and renumber all areas, then III will become II, IV will become III and so on.

P.S Do not confuse content with the sequence. Sequence is secondary while content is primary.
