I have got totally confused.
Please help in this regard.
Don't get confused, it is just this year papers were more analytical and if we talk specifically about Pakistan Affairs paper it was different in a sense that this time this paper was more related to history than it used to be. Previously paper used to be almost 50% from the history and 50% from the contemporary issues of Pakistan.

Depends on the question but outlines and headings are preferred.

In my opinion, there is no need to use tough and flowery English vocabulary! English which convey your meaning clearly is better and desirable.
