As far as I know, a Prime Minister must always be a member of the National Assembly.

Yes, he/she can become Prime Minister even if he is not member of the National Assembly by resigning the seat of the upper house. However, as per requirement under sub Article 9, Article 91 of the Constitution of the Islamic Republic of Pakistan a Prime Minister designate shall contest election and become Member of National Assembly within six months. The same procedure was practically applied in the case of ex-premier Shaukat Aziz.
